Violence has also expanded into the public schools to a degree never before observed. Metropolitan areas are seeing almost daily reports of students bringing knives and guns into the schools. In fact, a recent survey showed that 11% of teachers and 23% of students nationwide have been victims of violence in school.219 In addition to the suffering and loss of life, the monetary cost to society of every murder is calculated at 2.4 million.220...

At the time of Degas visit, the men in Rillieux s white family were briefly involved in the Unification Movement, an abortive attempt by pragmatic white and black businessmen to head off Reconstruction by radical Republicans and voluntarily integrate local governments and public schools. After the Unification Movement failed and Degas returned to France, Rillieux s relations moved on to support whites-only political movements. In a pitched street battle, an all-white militia fought an integrated city police force 32 people died before federal troops restored order. 

The value placed on efficiency and predictability, and the institutional pressures for cost-containment, accountability and measurability are enhancing the appeal of reductionist theories. They fit with the tendency to locate social problems in individual pathology. They suit the actuarial mentality that places faith in statistical information as a means to predict and minimize future risk.7 Genetic and evolutionary explanations have become a way to address the issues that trouble society - the perceived decline of the family, the problems of crime and persistent poverty, changes in the ethnic structure of the population, and the pressures on public schools.

Asbestos. EPA issued a proposed rule concerning identification and correction of friable asbestos-containing materials in schools. Based on data voluntarily submitted, EPA estimated that at least 8,600 public schools attended by over 3 million children contain such materials. However, EPA reportedly has no information on another 44,000 schools. Classroom concentrations of asbestos fibers in some schools have been found to approximate concentrations in homes of asbestos workers who do not have shower or laundry facilities at work. Since children exposed to asbestos will live long enough to allow the cancer latency period to elapse, the presence of friable asbestos materials in schools represents a potentially enormous public health problem. The final asbestos rule will reportedly be promulgated in the near future. (The rule was published May 27, 1982.) No other regulations regarding asbestos have been issued.

The opinion is advanced that the public schools change the children of all races into Americans. School uniforms aren t a cure-all, but in all of the public schools where school uniforms are now required, attendance and test ecoreeave up, and disciplinary incidents are down. In 1973, Julian was elected to the National Academy of Sciences. On April 19, 1975, he died of cancer at the age of 76. Julian received numerous posthumous honors. Science buildings were named after him at DePauw MacMurray College, Jacksonville, Illinois Illinois State University, Normal, Illinois and Coppin State College, Baltimore. At least four public schools have been named after him. An annual lecture series in his honor is held at DePauw, and a scholarship established by the family supports many DePauw students. A painting of him hangs in the clinical center of the National Institutes of Health in Bethesda, Maryland. In 1990 he was inducted into the National Inventors Hall of Fame (Borman, 1993). 

People who rely heavily on public benefits also appear to be at an increased risk of finding themselves compelled to take pharmacotherapy drugs. This includes not only those Americans who receive welfare and other public assistance, but also the country s 53.3 million public school children. ...
