In the Priorities for Action of the IFCS in the year 2000, the target year 2008 was set for implementation of a harmonised system, and this was endorsed by the World Summit on Sustainable Development in 2002. The system adopted in late 2002 was revised in 2005 and 2006 (UNECE 2007). Responsibility rests with the United Nations Economic and Social Council Sub-Committee of Experts on the GHS under the United Nations Economic Commission for Europe (UNECE). The target of full GHS implementation by 2008 has not been reached, but implementation is well underway. Major actors have set deadlines, such as the United States (transportation 2010) and the European Union (2010 for classification of substances and 2015 for mixtures). 

The ECE was established by the United Nations Economic and Social Council in 1947 and consists of the Eastern and Western European Members of the United Nations, the United States and Canada (1).

Requests the Secretary-General, in co-operation with the Executive Director of the United Nations Environment Programme, to report to the General Assembly at its forty-sixth session, through the Economic and Social Council, on the progress achieved in the implementation of the provisions of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal and of the present resolution. 

Both the Economic and Social Council and the General Assembly of the United Nations have expressed interest in ascertaining the use which is being made of the Consolidated List. 

According to the previously determined schedule, the yearly focus of the List alternates between pharmaceuticals and chemicals. The seventh issue of the List, containing chemical data, was published as usual in the printed version only in July 2002. The eighth issue of the List, containing complete historical data on pharmaceuticals, was the first issue to be posted on the United Nations web site in September 2003, in accordance with General Assembly and Economic and Social Council resolutions (see annex I), specifically General Assembly resolution 39/229, which called for the List data to be made available to Governments and other users in such a form as to permit direct computer access to it, and Economic and Social Council... 

After World War II, control of narcotic drugs passed to the United Nations, and in 1946 the Economic and Social Council set up the Commission on Narcotic Drugs to fulfill this function. 

In 1956, a classification system for hazardous goods was established by a committee of the United Nations (UN). This framework represents the starting point for international transportation legislation. The List of dangerous goods most commonly carried was developed by ECOSOC (Economic and Social Council) see Figure 7.2.

The OPCW may propose agenda items for consideration by the United Nations. In such cases, the OPCW shall notify the Secretary-General of the agenda item or items concerned, and the Secretary-General shall, in accordance with his/her authority, bring any such item or items to the attention of the General Assembly, the Security Council, the Economic and Social Council or such other organ(s) of the United Nations as may be appropriate.
