Governments of the countries and territories indicated have provided information on licit trade in and legitimate uses of and requirements for substances in Tables I and II of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988, on form D for the years 2002-2006. That information was requested in accordance with Economic and Social Council resolution 1995/20. Details may be made available on a case-by-case basis, subject to confidentiality of data. 

The Board shall prepare an annual report on its work containing an analysis of the information at its disposal and, in appropriate cases, an account of the explanations, if any, given by or required of Parties, together with any observations and recommendations which the Board desires to make. The Board may make such additional reports as it considers necessary. The reports shall be submitted to the [Economic and Social] Council through the Commission which may make such comments as it sees fit. 

In the Priorities for Action of the IFCS in the year 2000, the target year 2008 was set for implementation of a harmonised system, and this was endorsed by the World Summit on Sustainable Development in 2002. The system adopted in late 2002 was revised in 2005 and 2006 (UNECE 2007). Responsibility rests with the United Nations Economic and Social Council Sub-Committee of Experts on the GHS under the United Nations Economic Commission for Europe (UNECE). The target of full GHS implementation by 2008 has not been reached, but implementation is well underway. Major actors have set deadlines, such as the United States (transportation 2010) and the European Union (2010 for classification of substances and 2015 for mixtures).

The ECE was established by the United Nations Economic and Social Council in 1947 and consists of the Eastern and Western European Members of the United Nations, the United States and Canada (1). 

By 1954, the U.N. Economic and Social Council was finally persuaded that "there is no justification for the medical use of cannabis preparations" - a very important victory for Anslinger and other U.N. supporters of his anticannabis ideas since in essence this pronouncement stripped cannabis of any remaining legitimacy. 

The Board s responsibilities under article 12 of the 1988 Convention include assessing substances for possible inclusion in Table I or Table II of that Convention and reviewing the adequacy and propriety of those tables. In addition to those functions, the Economic and Social Council, in section I of its resolution 1996/29 of 24 July 1996, called upon the Board to establish a limited international special surveillance list of non-scheduled substances tor which substantial information existed of their use in illicit drug trafficking. 

Following the establishment in 1988 of the limited international special surveillance list of non-scheduled substances, in accordance with Economic and Social Council resolution 1996/29, the Board has continued to closely monitor the illicit use of precursor chemicals that serve as substitutes for those that are more closely monitored under the 1988 Convention. In doing so, the Board has been able to ensure that the chemicals included in the limited international special surveillance list are those non-scheduled substances most likely to be diverted from legitimate trade.
