Analysis of the study reports shows that the MEB in the Netherlands and the dmg regulatory authorities of Uganda and Zimbabwe are organized in a board format. The MEB, which is the main DRA in the Netherlands, is organized as a board whose members are appointed directly by the Crown. This appointment procedure makes it relatively free from the influence of other Government bodies. The MCAZ and the Ugandan NDA are also established as statutory authorities, with executive committees plus some specialized advisory committees. Although board members are appointed by the Minister of Health, their independence is established by statute.

The American Pharmaceutical Association also had hopes of developing a research endowment of its own at this time, and some of its leaders may have seen the proposed institute as a rival for funds. A.Ph.A. President George Beringer had called for the creation of an endowment fund for pharmaceutical research in his presidential address in 1914 (48). In August of 1917, the A.Ph.A. Council established a research fund (49), and shortly thereafter Amy was appointed Chairman of a newly-created research committee (50). Although it was not until early 1920 that the A.Ph.A. Executive Committee formally proposed the formation of a research endowment, with plans calling for the solicitation of funds from industry and other sources (51), it is likely that the idea of soliciting contributions for an endowment fund was already in the minds of some when the research fund and committee was established. ... 

William Randall Seeker received his Ph.D. in engineering (nuclear and chemical) from Kansas State University. He is the senior vice president and a member of the board of directors of Energy and Environmental Research Corporation. Dr. Seeker has extensive experience in the use of thermal treatment technologies and environmental control systems for managing hazardous waste. He is a member of the Executive Committee of the Environmental Protection Agency s Science Advisory Board. Dr. Seeker has authored over 100 technical papers on various aspects of technology and environment subjects. 

John Brian Siddall, a brilliant young scientist and member of the Executive Committee of the American Chemical Society s Division of Pesticide Chemistry, died from a sudden attack of acute leukemia on April 26, 1981, at the age of 41, during the course of organizing the symposium on which this book is based. This book and that symposium are dedicated to his memory. 

The NTP is located administratively at the NIEHS/NIH and receives advice on its activities from three external groups The NTP Executive Committee, the NTP Board of Scientific Counselors, and the Scientific Advisory Committee on Alternative Toxicological Methods. The NTP also uses special emphasis panels for independent scientific peer review and advice on targeted issues. 

The NTP Executive Committee contains members from ATSDR, CPSC (Consumer Product Safety Commission), US-EPA, US-FDA (Food and Drug Administration), NCEH (National Center for Environmental Health)/CDC, NCI/NIH, NIH, NIOSH/CDC, and OSHA (Occupational Safety Health Administration). 

Annual Reports in Computational Chemistry (ARCC) focuses on providing timely reviews of topics important to researchers in the field of computational chemistry. ARCC is published and distributed by Elsevier and is sponsored by the Division of Computers in Chemistry (COMP) of the American Chemical Society. Members in good standing of the COMP Division receive a copy of the ARCC as part of their member benefits. We are very pleased that previous volumes have received an enthusiastic response from our readers. The COMP Executive Committee expects to deliver future volumes of ARCC that build on the solid contributions in our first four volumes. As was the case with our previous volumes, the current volume of Annual Reports in Computational Chemistry has been assembled entirely by volunteers to produce a high-quality scientific publication at the lowest cost possible. The Editor and the COMP Executive Committee extend our gratitude to the many people who have given their time to make this edition of Annual Reports in Computational Chemistry possible. The authors of each of this year s contributions and the Section Editors have graciously dedicated significant amounts of their time to make this Volume successful. The Executive Committee of DuPont authorized a pilot plant on January 1938, which took 6 months to build and another 6 months to provide sufficient data to help in the construction of a commercial plant. In October 1938, the Executive Committee allocated 8.5 million to build a 4 million pound a year plant at Seaford Delaware, which began operation in January 1940. In practical terms this meant identifying funding to carry out major building works, converting space that was currently used as storage space into office space, and getting the staff and Executive Committee behind these changes. 

The foregoing process reinforced my belief that it is crucial that you involve people during the process of change, that you take them with you. It also reinforced my view that it is important that you are absolutely honest with staff and Executive Committee members about the true impact of what you are asking them to consent to. Because the process was dealt with In an open and above-board way, resentments were dealt with as they arose. Without exception everyone is behind the proposal. Staff have made a commitment to managing the budget reductions as constructively as possible. 

This book is based on an international symposium on anionic polymerization. The need for such a symposium grew out of discussions between myself and other members of the Polymer Division Executive Committee, about two years earlier. At that time I pointed out that we had not had a symposium dealing with the subject since 1962 Clearly, much new scientific and important technological information had been generated since that time.
