The Hazards Forum

Each of the identified mitigations has been allocated to a responsible person on the project for implementation. Proof of implementation was referenced/recorded in the System Hazard Log. These were subjected to review by a team of suitably selected experts, to confirm satisfactory implementation of the mitigation measure. Upon agreement from the Hazard Forum (Lucie, 2002), the action to implement the mitigation would be closed. 

The Change Safety Analysis records were reviewed and approved by the Hazard Forum. 

A Hazard Forum has been implemented at the programme level to oversee and address the transfer of hazards between the programme, projects and suppliers, and also to consider hazards that require effort from multiple projects to facilitate closure. The Hazard Forum is independent from the programme.

The American Society for Testing and Materials (ASTM) is a not-for-profit organization that provides a forum for the development and publication of voluntary consensus standards for materials, products, systems, and services.67 One ASTM committee (E27) develops standardized physical and chemical test methods on the hazard potential of chemicals, including but not limited to reactive hazards. The committee has developed standard analytical methods for calorimetry studies in addition to a standard guide for determining binary chemical compatibility (ASTM, 2000).

However the fear and anxiety of harm from synthetic chemicals saturates our psyches, and thus truth and realities are ignored in favor of the tenets of virtual toxicology. As the legal case history develops in support of this argument, it effectively becomes law. Is this the proper forum for risk assessment If hysteria and emotion are allowed to determine whether a chemical is toxic or not, society is doomed since the real hazards to our health, found in the natural world, are still there. I hope that this book can help dissuade this opinion. 

Training is critical to effective hazard communication. It is the forum in which hazard information can best be presented. Under the Hazard Communication Standard, all covered facilities are required to establish an effective training and information program for every employee routinely exposed to hazardous chemicals. 

The training requirements of the standard are not satisfied solely by giving employees the SDSs to read. Workers using hazardous chemicals will only be protected when workers understand the information presented and are aware of the actions to be taken to avoid or minimize exposure. Therefore, an employer s training program is a forum for explaining to employees not only the hazards of the chemicals in their work area, but also how to use the information outlined in the employer s hazard communication program. 

During the debate within the EU it was decided that the Seveso directive would be an Environmental (DG XI) directive which would deal with the hazards for man and environment. Furthermore it was decided to establish a committee of technical experts from all member states chaired by the Commission. In this committee (Committee of Competent Authorities, CCA) proposals for the directive were discussed, and in a later phase, so were the implementation issues and monitoring of the state of play within the member states. Gradually this CCA has evolved to become an important forum where, besides the commission and EU member states, participants include the accession and pre-accession countries, the OECD, the Major Accident Hazards Bureau and the EU directorate responsible for research. The Major Accident Hazards Bureau (MAHB) is part of the EU Joint Research Centre and plays an important role with respect to providing scientific support.

An ever-expanding list of occupational and environmental laws and regulations affect schools and colleges. The corresponding responsibilities require school administrators and staff to not only be aware of the various hazardous chemical regulations, but also to expend substantial time and dollars to assure that liabilities are minimized. Compliance with many of these regulations can be simplified, or at least, effectively focused and prioritized, if hazardous chemical and product information is readily available (Forum for Scientific Excellence, 1990). 

The Asia-Europe Environment Forum (ENVforum) sets forth on its second phase of development by organising the 4th Roundtable Combine or Combust Cooperating on Chemicals and Hazardous Substances Management . This roundtable was held in Brussels, Belgium, from 28-30 November 2006. Following up on the rich discussions held, selected proceedings and papers have been compiled in this volume.

One such appendix should relate to emergencies caused by fixed facility or transportation incidents in which hazardous materials are involved. Chemical facilities must provide substantial support to the community in preparing this portion of the local emergency plan, and provide resources and training leadership that are not available elsewhere in the community. Where a Hazardous Material Advisory Council exists, there is an effective forum for doing this. In any case, a chemical facility manager should seek ways to help the community prepare for and recover from incidents of this nature. 

The UK strategy states that in some cases hazard criteria are sufficient to move immediately to consideration of risk reduction strategies . Given that this statement implies avoiding risk assessment or further gathering of data (step 2), a brief review of Stakeholder Forum meeting reports finds no evidence for this approach. 

The participants represented 32 countries from all continents, and made up a multi-disciplinary scientific forum. Central themes of the conference were the influence of toxic and hazardous chemicals on the environment, the environmental problems caused by extraction and use of fossil fuels such as coal, oil, tars, etc., advanced analytical techniques, and novel water purification methods.
