Staff and training

All personnel responsible for performing activities affecting quality should be suitably trained and qualified to perform their specifically assigned tasks. 

Documented procedures should provide for the identification of training needs and training programmes, including, when necessary, specialist qualification training records of training should be maintained. 

Documented measures should be established to control all servicing and maintenance activities relative to packaging, transport related equipment and other items, in order to ensure continued compliance with specified requirements. Servicing and maintenance schedules should be based on design input and experience, and also take account of normal or harsh operating conditions. The measures should provide for the identification of specified requirements, confirm that they have been met, and produce the necessary records.

One of the most cost effective forms of maintenance is to train the operators to visually Inspect the equipment on a daily basis. Careful selection of staff, appropriate training and incentives will help to improve what is often called first-line maintenance.

Training. The project team will define the training needed for implementation of each new PSM system. The amount and type of training, and the number of staff requiring training, will be identified in the procedure developed. 

In quality management terms, the customer is the next person in an activity or management process, including, of course, the traditional customer who receives the final product. Each person is supplied with information, equipment, product or raw material which must be worked on and then passed to the next customer for further refinement. Thus an activity or management process consists of a series of suppliers and customers. For PSM and ESH integration, customers include people such as ESH staff, operating staff and individuals to be trained. 

To provide training in all aspects of PSM and ESH so that everyone in the company understands his or her responsibilities and has the knowledge needed to discharge these responsibilities successfully. Secondary training requirements would define the areas in which training is needed for every category of staff and employees. 

For the most part, future trends will be found in liazard accident prevention, not liazard analysis. To help promote liazard accident prevention, companies should start employee-training programs. These programs should be designed to alert staff and employees about tlie liazards tliey are exposed to on tlie job. Training should also cover company safety policies and tlie proper procedures to follow in case an accident does occur. A major avenue to reducing risk will involve source reduction of hazardous materials. Risk education and communication are two other areas tliat will need iniprovemcnt. 

The Institution s permanent staff is always available to give help and advice on matters relating to membership, education and training, and Engineering Council registration. 

Depending on its complexity and urgency, repair work may best be carried out by in-house staff employed and trained for this purpose (but not necessarily to the exclusion of other work) or by directly employed labor skilled in particular trades or by specialist contractors. In many cases immediate (but adequate) steps can be taken by permanent staff, sufficient to deal with an acute problem while deferring more comprehensive or permanent repairs to be carried out by outside specialists (possibly as part of a regular maintenance program with resultant economies). 

The use of a number of components connected in this way implies that they are integrated into a coherent circuit with compressors, fans, solenoid valves etc. under a common control system. A few major manufacturers in the world are capable of engineering a complex system of this sort and supplying matching components and training the staff to instal and maintain it. 

By and large, the provision of adequate training and potential problem awareness is less of a problem in large WT utility, process, and cogeneration boiler plants. Here the supply of high-purity steam is a primary product —staff are trained accordingly and possess a better awareness of the process technologies involved.
