Outside specialists

Depending on the scope and complexity of maintenance as well as economic considerations, inspections and performance will be (both or either) the responsibility of in-house permanently employed staff or outside specialists or contractors. In the latter case, particular expertise is required, and this should be reflected in the selec-tion/procurement procedure.

Depending on its complexity and urgency, repair work may best be carried out by in-house staff employed and trained for this purpose (but not necessarily to the exclusion of other work) or by directly employed labor skilled in particular trades or by specialist contractors. In many cases immediate (but adequate) steps can be taken by permanent staff, sufficient to deal with an acute problem while deferring more comprehensive or permanent repairs to be carried out by outside specialists (possibly as part of a regular maintenance program with resultant economies). 

At all times the interrelationship between budgets must be maintained - sales with finished products - products with consumption of materials - consumption of materials with labor using them, machine time and power. Machine time will influence maintenance, which will have its own content of labor, materials and work by outside specialist contractors. 

Supported by the PSMT, the line organization develops a structured approach for performing process hazard analyses on a repetitive basis. One effective way to do this is to organize knowledgeable facility personnel into ad hoc Process Safety Review (PSR) teams. These teams, supplemented by outside specialists as required, are responsible for studying all processes, identifying all potential hazards, and recommending appropriate corrective or control measures. 

Motor or variable-speed drive repairs should be left to outside specialists. Various manufacturers of drive units have established authorized repair facilities located throughout the United States. 

The methodical limitations concern analyte recovery (in the case of peak-area-changes assays), peak identification, and in understanding the interplay between binding rates and separation parameters. Perhaps the most limiting factor for using the technique outside specialist laboratories is the fact that ACE is not one, but a suite of different techniques united by a capillary electrophoretic separation step. Furthermore, in the case of unknown stoichiometry, only absolute dimensions of the binding constants are accessible. 

Horizontally across functions, surgeons owned the surgical piece, epilepsy specialists concentrated on the impact medication might have on phase 2 of their treatment plan, and intensive care staff deferred to the large team of outside specialists who had brought the patient into their ward in the first place. The responsibility had become so diffuse that no one felt personally in charge of the boy s care. Each had a good reason to believe that someone else was responsible. 

Generally some parts of the SEMP program will require the use of outside, specialist help. Management must ensure that those specialist resources are provided and that they are integrated into the overall program. 

Define the roles played by outside specialist, supervisors, employees. 

Industry experts and specialist with extensive knowledge of specific disciplines may be needed to review complex engineering, safety-related issues. These consultants and outside specialists may include specific trades such as industrial hygienist, ergonomist, environmental/civil/electrical/sanitary engineers, machinist/millwrights, fire protection engineers, architects, computer specialist to name, etc. 

This professional assistance from outside brings a depth of expertise as well as a fresh set of eyes and insights. A combination of outside specialists and internal expertise used as a team has potential greater impact for identifying and analyzing targeted hazardous operations (Managing Worker Safety and Health, n.d.). 

For complex situations, the outside specialists as discussed earlier are brought in to assess complex processes and equipment beyond the expertise of in-house reviewers.
