Repair work

Some expenditures are partly capital and partly revenue. For example, repair and improvement work may be done on a plant simultaneously. In this case, the repair work should be classified as revenue expenditure and the plant-improvement work as capital expenditure. 

Depolarization times greater than 48 hours should be allowed when applying the 100-mV criterion. Comparison of measured potentials is only possible where conditions of temperature and moisture are similar. Figure 19-8 shows the dependence on season and temperature which can probably be ascribed to different aeration. In repair work, potential probes should be provided at different places on the object to reduce IR errors in off potential measurements arising from equalizing currents. 

To develop the skills of in-house personnel, as mueh repair work as possible should utilize plant personnel. Eneouraging the partieipation of the maehinist in the solution of diffieult problems often results in the maehinist seeking information on his own. Referenees to API and ASME speeifieations should not be uneommon on the shop floor. Today s maehinist and meehanie must be eomputer literate. Internet training must be provided with some basie training on word proeessing and spreadsheet programs. 

Table 12-2 shows time intervals for various inspeetions based on fuels and startups. Minor inspeetions should be performed after about 3000-6000 hours of operation, or after approximately 200 starts, whiehever eomes first. This inspeetion requires a shutdown for two to five days, depending on availability of parts and extent of repair work to be done. During this inspeetion, the eombustion system and turbine should be eheeked. 

The separation plant had been running smoothly for several weeks and the planned shutdown was some time away. On the day of the incident a number of unusual events occurred which contributed to its development. Shortly after the start of his day shift, the control room operator received a high vibration alarm from booster pump A in the crude fluid separation building. Following normal procedure, he switched over to the standby pump (pump B), switched off pump A, and told his supervisor of the alarm. The supervisor subsequently organized a work permit for work to be carried out on pump A by the day shift maintenance team. The permit was issued and repair work... 

At shift handover at 18 00, the incoming operations supervisor was briefed by the day supervisor. The conversation centered on the vibration fault and subsequent repair work carried out. However, no mention was made of the work on the PRV, so consequently none of the incoming shift were aware of it. The night shift supervisor, wanting to return pump A to standby as soon as possible, asked the plant operator to check the status of the pump, and together with the shift electrician, to reset it and put it back on stand-by. The operator, unaware of the work being done on the PRV, did not check this part of the system and, following inspection of the pump, returned it to stand-by.

The need for building repair arises from the inevitable process of ageing, and such deterioration is brought to light by systematic maintenance. There is also repair work necessitated by damage from observable causes such as physical impact (discussed elsewhere in this chapter). 

Depending on its complexity and urgency, repair work may best be carried out by in-house staff employed and trained for this purpose (but not necessarily to the exclusion of other work) or by directly employed labor skilled in particular trades or by specialist contractors. In many cases immediate (but adequate) steps can be taken by permanent staff, sufficient to deal with an acute problem while deferring more comprehensive or permanent repairs to be carried out by outside specialists (possibly as part of a regular maintenance program with resultant economies). 

Specialists should be employed to carry out roof repair work that is able and willing to guarantee its quality and life. 

Will adequate spare parts for the boiler be held in stock or be available within an acceptable time, and will labor be available to carry out the repair work ... 

Apart from daily routines, periodic boiler housekeeping, equipment lubrication, inspection, testing, maintenance, and cleaning, overhaul and repair work becomes necessary. 

Utilities plant contract labor Today these chemical water treatment-based full-service programs may be further enhanced by the supply of various boiler plant mechanical and electrical maintenance and repair work, plus energy management services, all from a single supplier source. In fact, many customers are now replacing their entire utilities staff with contract labor under a utilities service contract. The utilities plant contractor usually subcontracts the water treatment full-service component to a specialist water treatment and environmental services company.

Layout spacings are also affected by other factors than safety. The space requirements of maintenance, repair works and proper performing of process operations has to be included into the process layout. Proper spacing around equipment is required to allow easy operation. Enough room should be provided for pipes, supports and foundations as well.

In the first years of operation, operating persoimel are required to a level of 75 h/day, seven days per week for monitoring (note that chemical and radionuclide analyses are not included in this costing), visual inspection and minor repair works. Clearly define a process for delaying maintenance and capital work in the event of budget constraints. Critical repair work should not be delayed. Environmental, Safety, and Health reviews should be conducted on delay of scheduled mechanical integrity program inspections. (Before startup)...

The investigations should be performed at the initial validation and should be repeated after maintenance and repair work on the clean steam system.

The welds should not be porous or should not have any cracks. As the lining is usually subjected to vulcanization in autoclave at a temperature of 130 to 150 deg C, the entrapped air inside the weld could expand and blow out the lining, necessitating repair work on the lined vessel.
