Right to know rule

The toxic air pollution problem is widespread. Information generated from the Superfund "Right to Know" rule From the Superfund Authorization and Recovery Act (SARA Section 313) indicates that more than 2.7 billion pounds of toxic air pollutants are emitted annually in the United States. EPA studies indicate that exposure to such quantities of air toxics may result in 1000 to 3000 cancer deaths each year. 

The Hazard Communication Standard, also known as the workers right-to-know rule, became effective in November, 1985. The rule requires manufacturers, chemical importers and all employers in the manufacturing sector (Standard Industrial Classification or SIC codes 20 through 39) to assess the hazards of chemical in their workplaces and to provide information to employees concerning their exposure to hazardous substances. This means of hazard communication includes labels, placards, material safety data sheets (MSDSs), training, and access to written medical and other records. In 1983, the OSHA enacted the HAZCOM to confront the seriousness of this health and safety problem. The purpose is to ensure that the hazards from all chemicals produced or imported are evaluated and the hazard information transmitted downstream to all affected parties. The rule also guarantees the workers right to know about the hazardous chemicals in their workplaces therefore, it was often referred to as the right-to-know standard. After the passage of SARA, it has been typically referred to as the HAZCOM Standard. 

Employees also have the right to know about hazards in general and hazardous substances, through provisions of the aet and its aeeompat ring rules. 

The main goal of the information technology system is to deliver reliable and well addressed information to right people at the right time according to the need to know rather than nice to know rule. The same requirement is true for information technology systems in which a human-to-machine interaction or just machine-to-machine interaction exist.
