On a project the size of the case study, the system could be implemented manually by the project team and should not require more than one, two at the most, work days every two weeks. Larger projects could justify a dedicated full time person who could also collect data and develop correlations for future use as well as prepare the regular project reports. 

First of all, the supervisor to whom the new employee is assigned must be qualified by both interest and ability to instruct, and a successful, experienced junior employee must be available to assist. Secondly, the training assignment must embody all of the elements of a regular project, one which will make effective use of the highest level of the employee s training and experience. It must also offer an opportunity to achieve substantial accomplishment and to enable a clear-cut appraisal of performance. Finally, the assignment s schedule must be sufficiently flexible to allow 10 to 20% of the employee s time to be spent in other activities.

Regular project team meetings are the heart and soul of a project. There information is exchanged, decisions are reached, plans are made, and duties are assigned. In order for all of this to happen, and happen smoothly, the cooperation of every project team member and a lot of effort on the part of the project leader are required. And, as usual, the devil is in the details—logistics ... 

Have regular project meetings taken place, are the minutes available, do the minutes contain time-bound actions with clear owners ... 

In order to prepare the order report, the current state of development is to be evaluated. For this purpose, regular project meetings take place in which all or the most important project staff take part. Each project member has to report on his respective task package and they are also urged to identify looming erroneous trends. 

In case hazards or necessary controls are identified which are outside the scope of the system, these will be commutucated to the customer immediately via the regular project progress reports. All identified hazards, assumptions, and necessary controls will also be exphcitly listed in the Equipment Safety Case. 

There can be an element of maintenance costs that is fixed and an element which is variable. Fixed maintenance costs cover routine maintenance such as regular maintenance on safety valves which must be carried out irrespective of the rate of production. There also can be an element of maintenance costs which is variable. This arises from the fact that certain items of equipment can need more maintenance as the production rate increases. Also, royalties which cover the cost of purchasing another company s process technology may have different bases. Royalties may be a variable cost, since they can sometimes be paid in proportion to the rate of production. Alternatively, the royalty might be a single-sum payment at the beginning of the project. In this case, the single-sum payment will become part of the project s capital investment. As such, it will be included in the annual capital repayment, and this becomes part of the fixed cost. 

Generally EOR techniques have been most successfully applied in onshore, shallow reservoirs containing viscous crudes, where recoveries under conventional methods are very low. The Society of Petroleum Engineers publishes a regular report on current EOR projects, including both pilot and full commercial schemes (the majority of which are in the USA). In the 1992 report, EOR methods could be divided into three basic types ...

The projection operator A is non-observable due to the Kalman criteria [10] which is the main singularity for this problem. This leads to use the two step estimation procedure. Keep in regular contact with key managers at the pilot location throughout the installation of the full project. The need for some modifications may take some time to become apparent. By keeping in regular contact, you will learn of these as early as possible. 

These checklists may be used to indicate compliance with standard procedures. As indicated above, a checklist is easy to use and can be applied to each stage of a project of plant development. A checklist is a convenient means of communicating die minimal acceptable level of liazard evaluadon diat is required for any Job, regardless of scope. As such, it is particularly useful for an inexperienced engineer to work tlirougli die various requirements in the checklist to reach a satisfactory conclusion. However, a system checklist should be audited and updated regularly. 

These problems cannot always be attributed to the owner. An industrial client is not usually a regular developer of buildings, which are, in most cases, secondary to whatever process or production facility he wishes to construct. He is, after all, not engaged in the construction industry on a day-to-day basis. He should be entitled to expect good advice from the team he appoints, and to expect them to ask the right questions. But whatever the project, and however limited the owner s resources, it is vital that he is able to provide the necessary input to ensure that he gets what he wants. 

The best way to ensure controlled development of the brief, and of the cost plans which necessarily accompany it, is to set up a system of data sheets which define, in increasing detail as the project develops, the spatial, functional and servicing requirements of each component part of the project. A well-resourced technical client may wish to do this himself. More commonly, it is a task which should be entrusted to the design team. Whoever does it, regular joint review of this information will help to ensure satisfaction with the finished product.
