Knowledge of internal molecular motions became a serious quest with Boyle and Newton, at the very dawn of modem natural science. Flowever, real progress only became possible with the advent of quantum theory in the 20th century. QRA results can guide decision makers in their quest for continuous improvement in risk reduction, but zero risk is an unattainable goal. Any activity involves some risk. Achieving quality become a quest to eliminate defects and in so doing reduces variation in the operational processes, but even when there are no defectives, there will still be variation.
