Project organisation

Project organisation within a matrix allows entrepreneurial activity to flourish, providing opportunities for project managers to prove their capacity to lead teams effectively. Functional departments remain necessary as they provide the home of technological and scientific competencies and the nursery for fledgling projects.

Assessment criteria for organisation are summarised in Fig. 22.4. The first level is to set up a project-oriented organisation. An advanced level of project management implementation is a request for the second level. For the highest level it is necessary to have efficient cooperation with external teams and suppliers. A project organisation also needs to support smooth transfer of a developed product into production. There should be competent staff to take over the new product into production and experts from the core team need to be at least part-time available in the transitional period after transfer to production. Reference solutions are given in the next section for different types of manufacture.

In order to complete the review process, the project organised a final series of workshops and where appropriate, experts reviewed and accepted the logic as representative of the current VL ... 

In the design and construction of new production systems, technical specifications play an important role. They represent a company s collective experiences from their production systems in operation. The company s project organisation instructs machinery and equipment vendors and engineering contractors to comply with the requirements in the specifications. We have to interpret the experiences from individual accidents and near accidents and from analyses of accident concentrations and translate them into specific requirements for use in such specifications. It is recommended that group problem-solving techniques be applied in this process. Regulatory requirements and standards on safety are similar experience carriers at the national or branch-of-industry levels. We will come back to this issue in Chapter 27. 

The procurement department establishes a list of qualified tenderers for engineering, procurement and construction (EPC). They must be able to offer adequate standard semi-submersible platform concepts and must be able to mobilise a project organisation with adequate qualifications and experience. Tender documents are developed and an invitation to tender is sent out. Bids are received and evaluated. An EPC contractor is selected among the tenderers. 

The informal communication, through integration of operations personnel in the project organisation, is also shown. A relevant question is whether the experiences that are transferred through these person-to-person contacts represent the operation organisation s experience rather than personal preferences of the integrated personnel.

By existing in items 1 and 3 above we should understand available to the project . Both domain knowledge and technology may or may not be available within the initial project organisation, but if it exists and can be made available, it is simply a matter of the cost (and possibly the time frame) involved, which brings us to the complexity within the project, i.e. to the complexity of the work. 

The project organisational system which covers the size and scope of tender work packages, the roles of designers, contractors and their supply chains and sponsors and/or investors.
