Procedure development operating procedures

Safety Review. The safety review was perhaps the very first hazard analysis procedure developed. The procedure begins by the preparation of a detailed safety review report. The purpose of this report is to provide the relevant safety information regarding the process or operation. This report is generally prepared by the process engineer. A typical outline for this report follows. 

The precipitation processes used for the Zr- and Cu-bearing waste acids are discussed below. Bench-scale testing was conducted to determine the efficiency of Zr and Cu removal and to determine cake and solld/liquld separation characteristics under various operating conditions. These tests were also used to evaluate equipment performance and to develop operating procedures.

In order to minimise the duration of in reactor work and to reduce the chance of damaging reactor internals a full scale rehearsal facility was built in 1971. This models on eighth of the periphery of the core and covers the working area of the manipulators. All operations are fully rehearsed prior to atteirptlng them in the reactor and this has proved to be Invaluable. New equipment can be fully developed, operating procedures established and personnel trained well in advance of outages. 

It should involve at least one safety officer and should serve as a source of information and advice to the principal scientific investigators when drawing-up their experimental protocols and developing operating procedures. It should also provide guidance to members of personnel at all levels of responsibility. It should draw any unresolved matter of safety to the attention of the director. 

What had been accomplished in the field of gas defense was paralleled in other fields of air raid protection. Large industrial plants had developed operational procedures which promised to avert serious disruption of production in consequence of aerial attack. Fire-fighting organizations had become acquainted with the characteristics of incendiary bombing, against which defensive measures were introduced. State and municipal plans for evacuation,...

If operating procedures need to be developed from scratch, this could account for a considerable portion of the pre-startup work. If current, valid standard operating procedures exist, and the toll is only introducing a new set of batch instructions, the task becomes simpler. However, it is recommended that the new batch instructions are reviewed simultaneously with the existing startup, shutdown, normal and emergency operating procedures for the equipment to help ensure potential process deviations are examined and addressed. 

D. Task-specific hazard analyses must lead to the development of written standard operating procedures (SOPs) that specify the controls necessary to safely perform each task. Detailed hazard analyses conducted for each site task and operation provide the basis for developing SOPs to protect employees from safety and health hazards. Written SOPs provide a mechanism for informing employees of procedures that ensure their safety and for enabling management to enforce hazard control procedures.

The form these end products take should be consistent with your company s style for example, if you have specific protocols for project planning or developing Standard Operating Procedures, these will probably apply to comparable tasks within the PSM initiative. 

Many companies have specific protocols for the development and description of standard operating procedures. Like the management systems they detail, these SOPs vary considerably in terms of their otganization and level of detail. While it s clearly premature to develop a specific format within which PSM systems will be described, you can get useful ideas in advance by reviewing written protocols and existing SOPs. 

In the immediate term, however, your plan may be most effective if you focus on the specific needs and priorities you have identified in the course of your work so far. If you clearly define the scope of your plan, and it directly addresses specific needs, your efforts will be far more successful than if you try to do all things for all people. Moreover, focusing on priority needs will almost certainly provide a sound basis for expansion or adaptation for example, procedures developed to address training for operators using high-hazaid materials at one facility (see Rextown vs. Effingham in Figure 5-2) should be readily adaptable to lower-hazard substances at another facility— far more so than the other way around. 

Documenting the Process. The net effect of these steps is a process description, defined in terms of customers and suppliers and their interaction. Next, the team can summarize that description in the form of a process flowchart, to illustrate the roles and responsibilities of each process stakeholder (see Figure 6-8). This chart provides the basis for developing standard operating procedures, or other process documentation, that the company can incorporate into existing practices.
