Preliminary inquiries

On January 15, 1993, Liiftl was informed that on the request of the Public Prosecutor s Office the preliminary inquiry, which evidently had not yielded any incriminating findings, had been upgraded to preliminary investigation, a more serious proceeding. 

An analogy (due to Reynolds) has been postulated relating these three flux terms, which has been verified by numerous classical experiments, usually under conditions which are mathematically tractable. Our interests here are with removal from the air stream of pollutants, which in turn react with the surface and cause corrosion. This process is referred to as dry deposition, although the presence of a liquid (water) film on the surface is essential for rapid removal of soluble gases such as SO2. The presence of such a film could require a two-layer analysis including phase changes, which is beyond the scope of this preliminary inquiry. 

The company is involved in offshore petroleum production. Some maintenance work was not done in accordance with standard safe procedures, resulting in an oil leakage. A fire ensued and burned out of control for several minutes, injuring one worker. Others were overcome by smoke. The fire could not be controlled because one fire-hose nozzle was blocked and the fire-hose pumps did not function properly. A preliminary inquiry took nearly two and a half years to come to a conclusion, followed just over a year later by a prosecution. The company was convicted of failure to maintain a safe workplace, its first such conviction, and fined 6000. 

Moreover, the quotations for the preliminary inquiries from the planning phase are available. In case the prehminary inquiries have been spread wide enough (i.e. more than five inquiries to subcontractors) the execution should be concentrated on not more than three potential subcontractors. This process bears the advantage that the usually extensive documentation for the main inquiry does not need to be copied and dispatched so often. In this connection it has to be considered that, for example, all customer specifications having to do with the respective type of...

The inquiry into the presence of hazards is also part of the preliminary assessment for the EIA. It is by the explicit identification of significant uncertainties that the need to extend an EIA to include the ERA is determined. In reply to an inquiry the Ministry of Justice of the Federal Land of Baden-Wurttemberg has stated that in the time between the end of 1994 and mid-1996, in Baden-Wurttemberg alone, there were 32 cases of preliminary proceedings being instituted against private individuals for their multiple purchases of such books.40 Projected to cover all of Germany, this figure indicates some 250 to 300 such criminal cases.

It is important to note that the preliminary discussion recorded here represents relatively early-stage exploration into what may in time become a much larger and more coherent area of research. 

These observations are preliminary—it is apparent however that this type of physical catalysis, possibly combined with a self-reproducing mechanism, is an interesting field of inquiry for the origin of life. Due to the comprehensive and technology of safety audit project, safety auditors should also use cost-benefit analysis and economic evaluation of safety and other methods. 

The conceptual design starts with balance calculations and preliminary studies. After that the block diagrams of the processes are created, which can be completed into preliminary flow sheets in the basic engineering phase. In this phase all necessary main equipment inquiry specifications, as well as other process equipment, pump, motor and tank lists are created. 

This volume represents the culmination of four decades study of the dynamics of macromolecules in nondilute solution. I am profoundly grateful to the staff of the Library, Worcester Polytechnic Institute, for their assistance with my more esoteric search inquiries. I am very grateful to my few graduate students and modestly more numerous undergraduates for their research on exemplary polymer solutions, as described and cited below in the appropriate chapters. The treatment of small-molecule and ion diffusion in extremely viscous liquids grew largely from conversations many years ago with Dr. Bret Berner.
