The second is administrative controls. They involve procedures, use of personal protective equipment, training, supervision and similar approaches. They do not remove hazards. They can help reduce the potential for accidents and incidents.

The basic assumption is that the individual always has the choice of whether or not to behave in an unsafe manner. In all aspects of site investigations, health and safety considerations should take priority. Staff should be suitably trained and adequately supervised.
