Accident Prevention Programs

In the modem workplace, there are many different types of accident prevention programs (figure 2-1) ranging from the simple to the complex. Some of the most widely used accident prevention techniques include  

These techniques are individual components of broader safety programs. Such programs have evolved since the late 1800s. 

In the early 1800s, employers had little concern for the safety of workers and little incentive to improve unsafe work conditions. Organized safety programs were nonexistent, a situation that continued for many decades. During World War II, faced with manpower shortages, employers could not afford to lose workers to accidents. Industry began to realize the following  

Engineering controls such as safety interlocks, alarms and area monitors. 

Mandatory annual training, safety meetings, training on new equipment and processes.

The Rohm and Haas Major Accident Prevention Program (Ren-shaw, 1990 Berger and Lantzy, 1996 Hendershot, 1991a) is based on potential accident consequence analysis and uses checklists based on inherently safer design principles to identify ways to eliminate or reduce hazards.

We often think of unsafe acts and unsafe conditions as the basic causes of accidents. They are only symptoms of failure. The basic causes are poor management policies and decisions, and personnel and environmental factors. Fortunately, most employers now realize that safety and health must be a necessary part of the total operating system. These anployers take the responsibility to prepare a written safety policy and guidelines to instill safety awareness in their employees. Selection of best employees for the job, training, employee plaeanent, and the purchase of safe equipment and supplies are important to a successful accident prevention program. 

If a worker has the skills to do his or her job safely, then training will not address nnsafe job performance. The problem is not the lack of skill to do the job safely, bnt rather the worker s unsafe behavior that he or she has elected to exhibit. Do not construe these statements to suggest that safety and health training does not have an important function as part of an accident prevention program. Without a safety and health training program, a vital element of workplace safety and health is missing.

Around the 1920s, private companies started to create formalized safety programs. The early 1930s was the beginning of the implementation of accident prevention programs across the United States.
