Permit process

Most states now have an aquaculture coordinator, usually housed in the state department of agriculture, who can assist prospective aquaculturists in finding a path through the permitting process. Anyone considering development of an aquaculture faciHty should become educated on the permitting process of the state or nation in which the faciHty will be developed. In cases where the process is involved, it should be initiated weU in advance of the anticipated time of actual faciHty constmction. 

A Special agency now called the Bureau of Alcohol, Tobacco, and Firearms (BATF) within the U.S. Treasury Department was empowered to regulate the alcohoHc beverage industries. Although less adversarial, but strictly enforced even today (ca 1997), the regulations and their appHcation remain voluminous and detailed. They specify not only label compliance and matters relating to taxation that are of direct interest to consumers, but contain all the details of permitted processes for and additions to wines. 

Many companies are opting to increase the efficiency of existing faciUties and add more capacity to selected plants rather than to try to site new facihties, because of the difficulties of the environmental permitting process. 

Ceramic or carbon-brick linings are frequently used as facing linings over plastic or membrane linings when surface temperatures exceed those which can be handled by the unprotected materials or when the membrane must be protec ted from mechanical damage. This type of construction permits processing of materials that are too corrosive to be handled in low-cost metal constructions.

Environmental impact assessment (ElA) is normally used to evaluate the possible environmental constraints for an industrial plant or project. In some cases it is u.sed as part of a permit process for an industrial plant, road, or other project. The owner has to show that no major environmental impacts are caused by the plant or road, or if there are such impacts, to take remedial measures necessary to decrease and monitor the impacts or relevant indicators. 

These improvements are more likely to occur at the program and element level. For example, at one chemical company a group of senior operators took an initiative to redesign the work permit process that reduced the number of forms required, reduced the time required to issue a permit from an average of two hours to 30 minutes and improved the workplace monitoring needed to ensure a safe work environment. The reduction in the time to issue permits increased maintenance productivity by at least 10 percent, by reducing maintenance worker time spent waiting for permits. This more responsive system also reduced the number of instances where work went ahead without the appropriate permit. 

In the permitting process, it is important to have the entire operation planned. In fact it is a necessary component of most APDs. In a federal A PD, the 13-point surface use plan must address, prior to approval ... 

U.S. EPA recommends that site-specific risk assessments, incorporating direct and indirect exposures, be considered during the combustion unit s permitting process. These risk assessments may be used to evaluate the unit s impact on the surrounding environment. If a site-specific risk assessment shows that additional protection should be afforded to the surrounding environment, U.S. EPA typically will use the omnibus authority to impose the necessary permit conditions.

The Agency promulgated a streamlined permitting process for remediation sites that will simplify and expedite the process of obtaining a permit. 

An owner/operator wishing to operate a new hazardous waste BIF is required to obtain an RCRA permit before beginning construction of the unit. The NREL is developing a web-based information repository as recommended. A concept for an HFS information repository is shown in Figure 14.5, with potential outputs noted in brackets. Items included under "permitting process" and "retail hydrogen station" will be linked to specific sections of applicable codes and standards in the database shown at the bottom of Figure 14.5. 

Voluntary cleanup programs (VCPs) began in 1989 in Michigan and have become quite popular since about 1995. VCPs typically apply to those sites that are not on the CERCLA NPL or State Minifund lists, or are not handled under the RCRA permitting process. With VCPs, a responsible entity with funding is set forth solely for remediation to put the site to some beneficial use. 

Submission of the Part A permit application for existing facilities prior to November 19, 1980, qualified a refinery for interim status. This meant that the refinery was allowed to continue operation according to certain regulations during the permitting process. 

Figure 1 is a Flow Diagram of the RCRA permitting process. As can be seen it includes a detailed technical evaluation of the design and proposed operating procedures of the facility to insure that no harm will occur to either persons or the environment from operation of the facility.
