Voluntary cleanup programs

Voluntary cleanup programs (VCPs) began in 1989 in Michigan and have become quite popular since about 1995. VCPs typically apply to those sites that are not on the CERCLA NPL or State Minifund lists, or are not handled under the RCRA permitting process. With VCPs, a responsible entity with funding is set forth solely for remediation to put the site to some beneficial use. [Pg.32]
