The data in Table 4.1 were obtained using a calibrated balance, certified by the manufacturer to have a tolerance of less than 0.002 g. Suppose the Treasury Department reports that the mass of a 1998 U.S. penny is approximately 2.5 g. Since the mass of every penny in Table 4.1 exceeds the reported mass by an amount significantly greater than the balance s tolerance, we can safely conclude that the error in this analysis is not due to equipment error. The actual source of the error is revealed later in this chapter. 

A Special agency now called the Bureau of Alcohol, Tobacco, and Firearms (BATF) within the U.S. Treasury Department was empowered to regulate the alcohoHc beverage industries. Although less adversarial, but strictly enforced even today (ca 1997), the regulations and their appHcation remain voluminous and detailed. They specify not only label compliance and matters relating to taxation that are of direct interest to consumers, but contain all the details of permitted processes for and additions to wines.

Much work has been reported and summarized ia the Hterature on the matufing of various whiskeys ia charred or uncharred white-oak barrels (4—7). The early Hterature iadicates that total acids, aldehydes, esters, soHds, and color iacreased with aging time and that their concentrations were iaversely proportional to proof. Thus aging at higher proofs (over 127°) yields less color and flavor. The maximum allowable entry proof for straight whiskeys was iacreased from 110° to 125° by the U.S. Treasury Department ia 1962.

The names of all these people would number well into the hundreds.

The date-shift code is not a method of tagging in the truest sense. However, since it is required by law in the USA it will be described briefly. For various reasons, groups such as the American Association of Pharmaceutical Chemists, the National Association of Medicinal Products, and the National Association of Druggists had opposed the bill in its initial form and lobbied actively for a number of modifications resulting in submission of a final form in 1913. Following considerable debate between House and Senate committees over proposed amendments, the Harrison Narcotics Act was passed on December 14, 1914, and went into effect March 1, 1915. Enforcement was assigned to the Bureau of Internal Revenue within the Treasury Department. 

The principal features of the enacted bill required record keeping by pharmacists and physicians, registration with the Treasury Department of anyone (physicians, dentists, or veterinarians) dealing with narcotics, except the consumer, and the yearly purchase of a 1 tax stamp by retail dealers and practicing physicians. Patent medicines containing small amounts of morphine, cocaine, opium, and heroin (chloral hydrate and cannabis were omitted) could continue to be sold by mail order or by retail dealers. 

Since addiction was not considered a legitimate disease meriting a prescription for narcotics (the medical community itself was split), an increasing number of people subsequently resorted to criminal activity to obtain their drugs the cost of heroin on the streets rose from 6.50/ounce to approximately 100. The increase in crime validated the Treasury Department s fear that deprived addicts would threaten the public order. Although passage of the Harrison Act did increase the price of street narcotics, it also resulted in a reduction of patent medicine narcotics as well as a decline in addiction rates.

Also, portions of the manuscript have circulated in photostat form for several weeks prior to publication through the State Department, Treasury Department, Drag Enforcement Administration, and related enforcement and regulatory agencies. 

Other elements, including copper and arsenic, were observed near the green Treasury Department and the black Federal Reserve Bank Seals on the front of the notes. These areas were measured carefully, rubbed, remeasured, and recorded. 

Calcium was found in substantial amounts on the fronts of 1 and 5 notes and especially on the green Treasury Department Seal on the 10 notes (Table XV). 

Manganese was found in all green inks on the back of notes except for the 10 issue. It was found on the Treasury Department Seal and the Federal Reserve Bank Seal of the 10 issue. 

Bromine was found in the green Treasury Department Seal of the 10 issue only. 

These four sub-criteria of the last category reflect many factors that have been proven to influence risk perception. The appraisal guidance published by the UK Treasury Department in 2005 recommends a risk appraisal procedure that is similar to our proposal and includes as well both the results of risk assessment and the direct input from data on public perception and the assessment of social concerns (HM Treasury 2005). 

Because Federal income taxes are based on gross earnings, which means that all costs have been deducted, the U.S. Treasury Department has devoted considerable effort to controlling one of the major costs in industrial operations, i.e., the cost for depreciation. The subject of depreciation costs is considered in Chap. 9, where some of the tax regulations by the U.S. Treasury Department are discussed. 

The following tabulation for estimating the life of equipment in years is an abridgement of information from Depreciation-Guidelines and Rules (Rev. Proc. 62-21) issued by the Internal Revenue Service of the U.S. Treasury Department as Publication No. 456 (7-62) in My, 1962. See Table 2 for an extended and more flexible interpretation including repair allowance as approved by the Federal regulations in 1971.
