Although inspeeting the worksite is important for enforeement of important requirements, it is also a useful tool to help determine if the site orientation, the safety plan, or the safety program is eflfeetive. If newly oriented workers are out of eomplianee in eertain areas, this may indi-eate that the orientation needs to be reviewed and improved. 

The PSM Standard is a performance-oriented standard that requires the employer to prevent catastrophic releases from covered processes by executing a 14-element safety program. All processes with highly hazardous chemicals are required to have a management system that addresses each element of the standard.

Examples of outcome measures used in safety include the reduction in the number of accidents, lost workdays, etc. Outcome measures can provide an indication as to the impact safety program interventions have upon safety performance. These performance measures provide an historical account of the effectiveness of past performance. 

New employees or current employees who are transferred from another project job or facility must attend specific new-hire safety orientation. This program provides each employee the basic information about the Name of Company worksite safety and health rules, federal and state OSHA standards, and other applicable safety rules and regulations. Employee attendance is mandatory prior to working on the construction project. The site superintendent will record attendance using the New Hire Safety Orientation Form and maintain a file documenting all workers who attend new-hire safety orientation.

The employee observed should be aware of the observation from time to time. Inform all employees, as part of their orientation, that planned job safety observations are a phase of the safety program. All employees must fully understand the reason for incidental and planned observations. 

To be most effective, the orientation lecture should be the first in a series of periodic contacts with an employee in an ongoing training program. Also, because of the confusion that often exists when a person starts in a new job, the important material presented in the orientation lecture may be forgotten. Therefore, a followup session conducted about one month later that reviews and reinforces material presented at the first orientation lecture is an effective way of stressing the importance of the organization s safety program. 

Note Before beginning work at XYZ all new employees shall attend a mandatory new employee safety orientation session. These sessions are scheduled on a weekly basis by the Safety Division for all new employees and as annual refresher training for current employees.
