Conflict dealing with

A succession of federal agencies and adininistrations has been charged with dealing with wastewater. At present this responsibility resides with the EPA. It has been proposed that most of the EPA functions be turned back to the states. It remains to be seen if the states, with conflicting needs and priorities, will be able to deal successfully with these problems.

Barring pathological cases (which I have not discussed here) we ought not to take the notion of several selves very literally. In general, we are dealing with exactly one person - neither more nor less.
