Operating licenses

The licensing process consists of two steps construction and operating license that must be completed before fuel loading. Licensing covers radiological safety, environmental protection, and antitru,st considerations. Activities not defined as production or utilization of special nuclear material (SNM), use simple one-step. Materials Licenses, for the possession of radioactive materials. Examples are uranium mills, solution recovery plants, UO fabrication plants, interim spent fuel storage, and isotopic separation plants. [Pg.19]

The ACRS is an independent statutory committee that advises the Commission on reactor safety, and reviews each application for a construction permit or an operating license. It is composed of a maximum of fifteen members appointed by the Commission for terms of four years each. [Pg.20]

According to 10 CFR 50,73, the holder of an operating license for a nuclear power plant (the licensee) must submit an LER for a reportable event, within 30 days after discovery. An event b reportable regardless of the plant mode, power level, structure, system, or component that initiated the event. In addition the licensee must report the completion of any nuclear plant shutdown required by the plant s Technical Specifications or any operation or condition prohibited by the plant s Technical Specifications, or any deviation from the plant s Technical Specifications. LERs are available on the Internet at http //www.nrc.gov/NRR/DAILY/97mmdddr.htm, where inrn is the... [Pg.158]

This concern results from emphasis by the NRC on legitimate but minor issues in the PSA, especially in seeking an operating license. Utilities with plants having near-term operating cited examples of PSA-caused new issues prior to licensing. The PSA also provided their defen.se. [Pg.403]

Two companies are in the process of renewing their operating licenses at five reactors with the Nuclear Regulatory Commission for an additional 20 years of operation. We expect the NRC to approve the first of those requests—BaltimorSas and Electric s application for its two-unit Calvert Cliffs Nuclear Power Plan—neMarch. [Pg.109]

Although the duration of construction was influenced by various factors, including the accident at Three Mile Island, economic conditions and power needs, the history and trend of extended times to obtain operating licenses was a motivation for the development of an alternate licensing process, which is defined in 10 CFR Part 52. The licensing process in 10 CFR Part 52 involves the possible submittal of a nuclear power plant design for certification and the approval of specific sites via an... [Pg.356]

A conventional example of ultimate treatment is incineration. Unfortunately, incineration has met with strong public opposition because of air emissions that potentially contain small amounts of toxic by-products. Presently, incinerators are losing operations licenses, rather than new incinerators being licensed. [Pg.311]

The manufacturer can attempt to negotiate a freedom to operate license from the first patentee, which will protect it from patent infringement suit by the patentee. [Pg.622]

While SNAM developed mixtures based on the use of bismuth and vanadium compounds, Montedison, whose exclusive operating license was acquired in 1975 by UOP, preferred a supported catalyst based on oxides of cerium, molybdenum and tellurium on silica. OSW employs a mixture of metallic bismuth and molybdenum deposited on a support... [Pg.221]

Despite the fact that in the past 25 years no further nuclear power plant beyond the existing 107 units (1997) in the USA was licensed and no new plant is planned (for economic reasons), the US Department of Energy (DOE) has recently proposed to increase the budget for nuclear R D efforts by 44 %. The transition to smaller nuclear power units is expected to reduce the financial risk of the US utilities and to provide a better adaptation to the demand for further electric power [37]. The current strategy aims at the prolongation for the operational license of the plants. [Pg.90]

The South Texas Project of two ABWRs, each of 1,200 MW, is promoted by an independent producer the NRG company. NRG has been the first unregulated company to apply for a joint construction and operation license (COL in September 2007. The project financing arrangement of the STP is made possible by different federal guarantees, which aim to alleviate the construction and regulatory risks, and also by a series of PPAs with creditworthy parties. Indeed the project will be backed by long-term fixed-price contracts with municipalities and historic suppliers. [Pg.137]

As these QA measures became more pervasive and intricate, their formal organization as a quality assurance plan (QAP) was deemed necessary. Every laboratory should prepare a QAP that meets all the requirements stated by its operating license, its nuclear materials license (see Section 13.8.2), and all local, state, and federal regulations. In addition, the laboratory must prepare a QAP suitable for each customer who may have different format preferences or requirements. [Pg.221]

Some agencies, such as the NRC, require implementation of a QA system before an operating license is granted. [Pg.242]
