Federal guarantees

The South Texas Project of two ABWRs, each of 1,200 MW, is promoted by an independent producer the NRG company. NRG has been the first unregulated company to apply for a joint construction and operation license (COL in September 2007. The project financing arrangement of the STP is made possible by different federal guarantees, which aim to alleviate the construction and regulatory risks, and also by a series of PPAs with creditworthy parties. Indeed the project will be backed by long-term fixed-price contracts with municipalities and historic suppliers. 

EPA has 45 days to review each permit and to object to permits that violate the CAAA. If EPA fails to object to a permit that violates the Act or the implementation plan, any person may petition EPA to object within 60 days following EPA s 45-day review period, and EPA must grant or deny the permit within 60 days. Judicial review of EPA s decision on a citizen s petition can occur in the federal court of appeals. The public is guaranteed the right to inspect and review all permit applicahons and documents. There are provisions for three kinds of permit revisions administrative amendment, minor permit modification, and significant modification.

The planning and construction of generation and transmission facilities by utilities came to a virtual halt. Much of the legal debate over gun control measures involves their constitutionality. The federal constitution and many state constitutions contain guarantees of the right to keep and bear arms. When a state gun control law is challenged, it is the state constitution that comes into play because the Second Amendment of the federal constitution has not been applied to the states. 

So when we talk about federal agencies starting to coordinate with each other, let s all speak up and say that effective coordination does not mean the elimination of all repetition and overlap. To do so would guarantee that all the research that s necessary does not get done. The current reality, however, is that all federal agencies are still coping with GPRA. How can we remind everyone of the need for basic research even when its potential applications are not evident now Other forces also continue at play that make the job even harder. Many standardized functional property tests have been published. Standardized methods are available from many organizations, including the American Association of Cereal Chemists, American Oil Chemists Society, and International Dairy Federation. Generally, these methods have been tested in collaborative studies by several laboratories and found to be repeatable. Therefore the use of standardized methods may facilitate comparison of results between laboratories. Even though a method has been standardized, there is no guarantee that the test results will relate to protein functionality in a particular product or product application. Another problem is that most of the standardized tests are empirical. If any step in the procedure is changed or equipment is substituted, comparisons between laboratories may not be possible. 

Students who are convicted of using or possessing amyl nitrite can be denied federal scholarships and loan guarantees, which may affect their ability to get a college education. In 2001, about 14,000 high school graduates were denied federal aid, at least temporarily, because of prior drug convictions.
