Because of a series of organizational changes and mergers, the name of the owner/operator of the gas system at Waterloo, Iowa, has changed over the years. In 1971, Iowa Public Service Company installed the gas service that ultimately failed. At the time of the accident, the gas system operator was Midwest Gas Company.
