Miscellaneous Applications. PEIs and their derivatives ate used as cementation auxihaties in cmde oil exploration (459), and for breaking cmde oil emulsions (460) in cmde oil extraction. Seed coatings of water-soluble copolymers containing polyethyleneimine have been developed (461). Another U.S. policy to attain energy independence was to force all Alaskan North Slope crude oil to he consumed inside the United States and not be allowed to he exported. The problem was that North Slope crude oil is relatively heavy and not suitable for west coast fuel needs. The mismatch of supply and demand caused California refineries to sell heavy distillate fuels abroad and import lighter fuel additives. Furthermore, the forced selling of Alaska crude oil on a very saturated west coast market caused Alaska crude prices to he 1 to 5 per barrel less than the international price, resulting in less oil exploration and development in Alaska. The upshot of all this was lower tax revenue, a loss of jobs in the oil fields, and less oil exploration and development on the North Slope. The United States actually exported heavy bunker fuel oil at a loss, as opposed to the profit that could have been attained by simply exporting crude oil directly. [Pg.664]

The Hydrocarbon Processing Industry (HPI), has traditionally been reluctant to invest capital where an immediate direct return on the investment to the company is not obvious, as would any business enterprise. Additionally financial fire losses in the petroleum and related industries were relatively small up to about the 1950 s. This was due to the small size of facilities and the relatively low value of oil and gas to the volume of production. Until 1950, a fire or explosion loss of more than 5 million U. S. The outlays for petroleum industry safety features were traditionally the absolute minimum required by governmental regulations.
