Keep in mind that we are not reeommending that your drivers should not be trained. On the eontrary, if it is reasonable to train the drivers, it is an exeellent idea. However, the truek driver population often is transient by nature. After you have invested time and money to train a driver it ean be diflfieult to ensure that you will be able to reap the benefits from this training. Drivers ean be dispatehed to a variety of plaees for a variety of reasons. Keeping this in mind, it makes sense to manage so that the drivers would not be required to be HAZWOPER trained.

With stainless steels optimum resistance is dependent on aeration, and due account must be taken of this in considering operating conditions where previous experience has been with non-ferrous alloys which require an absence of oxygen for full resistance. There is therefore no need to run off the early distillate from a batch to avoid impurity during initial de-aeration. On the other hand, complete exclusion of oxygen for the benefit of non-ferrous metals in a mixed plant have very serious consequences for the stainless steel, and this must be kept in mind at the design stage. 

Heat treatment may also affect the extent and distribution of internal stresses. These may be eliminated by appropriate annealing treatments which can remove susceptibility to stress-corrosion cracking. This must be explored in any studies of the performance of materials in environments where stress-corrosion cracking is a hazard. In particular cases, stress-relief annealing treatments may result in the appearance of new phases which, while eliminating the stress-corrosion effects, will induce another type of path of attack. This possibility must be kept in mind in assessing the overall benefits of heat treatments applied primarily for stress relief. 

Several issues have to be kept in mind when reading this chapter. First, there are vast differences between the economically disadvantaged countries (Sartorius, 2001). In most of them, however, the gap between the richest and poorest parts of the population has grown over the past few decades and continues to grow. The health care for the poorest groups in the population has also become weaker and of poorer quality. In relation to pharmacotherapy this means that even when low-cost medications are made available the poor do not benefit from this, because the weakness of the health system makes it impossible for them to get to health care staff who could advise them and guide them in taking these medications. 

I suppose that some ingenious minds will be able to find a way of accommodating the chemical-balance hypothesis to these data, but I suspect that the accommodation will require convoluted circumventions, like those used by the Flat Earth Society in their efforts to maintain their defunct theory in the face of photographic evidence from space. If depression can be equally affected by drugs that increase serotonin, drugs that decrease it and drugs that do not affect it at all, then the benefits of these drugs cannot be due to their specific chemical activity. And if the therapeutic benefits of antidepressants are not due to their chemical composition, then the widely proffered chemical-imbalance theory of depression is without foundation. It is an accident of history produced serendipitously by the placebo effect. 

Those inventions that are valuable for society, which include innovative pharmaceuticals, generate positive externalities, that is, the benefits falls to society at large. The sum of these benefits gives the social benefit or value of the invention. In this way, patents represent the appropriation of part of this social value. Naturally, when businesses decide to undertake a project they do so with their own benefit in mind. Some research, particularly basic research, might not be undertaken in these circumstances, and therefore governments decide to invest to fill the gap that may be left by the patent system. Basic research allows the development of multiple applications and the discovery of scientific principles. The field of genetics is a prime example of this.

As a general rule, simulations based on classical or quantal equations of motion may serve a useful purpose as benchmarks for model calculations.
