AH Department of Transportation (DOT), Environmental Protection Agency (EPA), and Occupational Safety and Health Act (OSHA) rules and regulations should be reviewed prior to handling hydrochloric acid and all the regulations must be followed. AH employees handling HCl must be trained to ensure that they are familiar with the appropriate materials safety data sheets and appHcable regulations.

This has, in some cases, included Material Safety Data Sheets, Label information, details regarding the industrial hygiene programs in the proposed manufacturing site(s), risk assessment information and other related information. While this information is not mandated, we believe in most situations it is to our benefit to assist the agency in this way.

All the above data may not be available from the literature. The data which are necessary but unobtainable need to be secured by calculation or experiment For the preliminary evaluation of hazardous reactive chemicals, data sheets indicating hazards are recommended. Although no complete set of data sheets is available at present, Material Safety Data Sheets (MSDS) 01 designated by OSHA, the Department of Labor of the U.S.A. and Chemical Data Handbooks 10 issued by the Tokyo Fire Agency contain some of this data. A hazard data base which can be used for the compilation of complete data sheets should be established in the near future. 

Workplace exposure to chemical substances and the potential for pulmonary toxicity are subject to regulation by the Occupational Safety and Health Administration under the Occupational Safety and Health Act (OSHA), including the requirement that potential hazards be disclosed on material safety data sheets (MSDS). (An interesting question arises as to whether carbon nanotubes, chemically carbon but with different properties because of their small size and structure, are indeed to be considered the same as or different from carbon black for MSDS pur-oses.) Both government and private agencies can be expected to evelop the requisite threshold limit values (TLVs) for workplace exposure. Also, EPA may once again utilize TSCA to assert its own jurisdiction, appropriate or not, to minimize exposure in the workplace. 

Material safety data sheets (MSDS) on all hazardous materials should be posted at or near the location. All personnel and local response agencies should be familiarized with the hazards of the materials used on-site.

Patients presenting to healthcare facilities with dermal contamination pose a potential risk to healthcare personnel. Contaminated patients should not gain entrance into the healthcare facility prior to decontamination. Personnel involved in the dermal decontamination may need to don personal protective equipment. Most chemical exposures do not pose a risk of secondary exposure. For exposures that occur in the workplace, Material Safety Data Sheets can be obtained and either the local poison center or the Agency for Toxic Substances and Disease Registry can be contacted to obtain advice on what level of protection is appropriate. Contaminated clothing and valuables should be placed in an impervious bag to avoid potential of gassing. 

A process design should be accompanied by a Material Safety Data Sheet (MSDS) for every chemical appearing in the process. These sheets, which are developed by chemical manufacturers and kept up to date under OSHA (Occupational Safety and Health Agency of the federal government) regulations, contain safety and hazard information, physical and chemical characteristics, and precautions on safe handling and use of the chemical. Hazardous and toxic substances are defined as those chemicals present in the workplace which are capable of causing harm. In this definition, the term chemicals includes dusts, mixtures, and common materials such as paints, fuels, and solvents. OSHA currently regulates exposure to approximately 400 substances. The OSHA Chemical Sampling Information file contains listings for approximately 1,500 substances the Environmental Protection Agency s (EPA s) Toxic Substance Control Act (TSCA) Chemical Substances Inventory lists information on more than 62,000 chemicals or chemical substances some libraries maintain files of material safety data sheets (MSDS) for more than 100,000 substances. 

Many chemists involved in college and university teaching and research have spent their whole career in academia and have had no experience with or understanding of the modern safety requirements of the industrial world. For example, most are unfamiliar with the use of the MSDS (Material Safety Data Sheets) and do not read them.
