The DEA has documented approximately 4,500 federal, state, and local law enforcement investigations involving the distribution or possession of Rohypnol within the United States since 1985. The cases are spread across 38 states. However, at least two-thirds of those cases are in Florida and Texas, according to testimony given before Congress in 1999 by Terrance Woodworth, Deputy Director of the DEA s Office of Diversional Control. Since 1994, at least nine people have been convicted of sexual assault in five state court cases in which there was evidence that Rohypnol was used to incapacitate the victim. The DEA is aware of 17 other sexual assault cases that took place between 1994 to 1998 in which there is evidence to suggest Rohypnol was used. [Pg.442]

Several organizations collect data on juvenile arrests. The Federal Bureau of Investigation s Uniform Crime Reports (UCR) program, established in 1930, compiles crime information from nearly 17,000 state and local law enforcement agencies around the country. The UCR s main objective has been to produce criminal statistics for use in law enforcement. Today its crime index has become a leading public indicator of yearly fluctuations in the level of crime in the United States. [Pg.90]

Despite early passive views on cannabis use in the United States, however, a gradual accumulation of momentum in opposition to marijuana developed after World War I. Much of the antipathy was based on cultural fears relating to cannabis use by Syrians in New York, East Indians in California and, principally, Mexicans in the Southwest. Much of the pressure for federal legislation regulating marijuana arose not from the FBN but from local law enforcement agencies in the South and Southwest who saw it as a link to violent crime presumably committed by Mexican immigrants. [Pg.361]

The National Drug Intelligence Center s 2003 National Drug Threat Survey is a report that draws on information from nearly 2,900 state and local law enforcement agencies as well as from more than 1,000 personal interviews with law enforcement and public health officials. The survey shows that 5.7% of state and local law enforcement agencies nationwide identify Rohypnol availability as high or medium, while 47.4% indicate that availability is low. Exposure to a single PAH compound seldom occurs in situations of relevance to local law enforcement agencies or defense forces. Often, people are exposed to PAHs in combination with other toxicants such as aliphatic hydrocarbons and/or metals (NRC, 2005). Information on toxicity of chemical mixtures, of which PAHs are a constituent, is lacking.
