At the sectoral level, national sector-specific CP strategies should be developed. This would allow CP interventions at company level to be put into a broader perspective and would point out possible synergies between companies, suppliers and customers, allowing gains obtained at the sector and national levels to be optimised. It would also enable adequate choices in technology development and transfer in the country as well as the preparation of coherent investment plans to be presented to potentially interested companies and financial institutions (Fig. 1). 

The model proposed by Bhutta et al. (2003) is a multi-period, deterministic multiple-product MILP model integrating plant location, production, distribution and investment planning in a global environment. It is relatively simple both mathematically (no binary decision variables but integer production quantities) and with respect to the assumptions made for key modeling parameters. Capacity can be modified continuously without lower or upper bounds. International features are limited to exchange rates and tariffs. 

From the point of view of project investment planning, the items of most interest are the level of tangible investments, the holdings of cash and the balance of owners funds and borrowed capital. These may have a controlling effect upon the way in which a new project may be funded, or even upon its practicability. 

A real profit/loss account will normally have more items in it than the skeleton of Table 1, but the format given here shows the most important items. This account is less useful in the investment planning decision, since it does not concern itself with financial resources, but the calculation of profit, as shown in Table 1, is a vital component of the appraisal process, as will be seen later in this chapter.

Different variations of the Enichem process have been described that may show some improvements in selectivity and efficiency of the catalyst system, but they generally seem to be less attractive from the economic point of view and none of them has been realized until now. For example, since 1986 the Japanese company Daicel especially has applied for numerous patents on modifications of the Enichem process, in which dimethyl carbonate is prepared in the presence of catalyst systems that contain copper and palladium salts and additional modifiers, e. g., quinoid compounds and quatemery phosphonium halides [40-48]. Although Daicel has announced several times the constmction of an industrial plant for the production of dimethyl carbonate, all investment plans now seem to be put aside. The separation of the reaction product from the complicated catalyst system as well as the complete recycling of the palladium compounds, which is a necessary requirement for any economic process design, seem not to be solved sufficiently.

The remainder of this paper is organized as follows Section 2 relates our model to well known approaches based on multi-period investment models proposed in the literature. In Section 3, our investment planning model is introduced while in Section 4 the investment planning strategy of a generic process is presented as a case-study. Section 5 gives a discussion on the results of the case study. Finally, in Section 6 our findings are summarized. 

The proposed optimization approach falls into the category of multi-period investment models. Various related approaches can be found in the literature, (e.g. [2], [3]), including MILP optimization for long range investment planning. Some authors also consider stochastic elements to cover the potential uncertainties, which, however, is beyond the scope of this paper.

The case study deals with a dedicated process, shown in Fig. 3, to which the investment planning model is applied. The process consists of ten process units including distillation and absorption columns, compressor, pump, heat exchanger and a reactor.
