Communication is a critical component of any major company initiative, especially one as complex and far-reaching as process safety management. As used here, "communication" applies to both internal information transfer (within a team and between the team and its sponsors) and companywide dissemination of information (outside the team to the broader employee base).

The implementation of SFA for the tracing of hazardous substance in international informal e-waste treatment has occurred to be a useful method. As the quality of results heavily depends on the quality of input data uncertainties restrict the relevance of results. The SFA requires the definition of respective substances, a comprehensive analysis of the system (i.e. boundaries), and it is always limited in its extent due to process properties and data availability. Within this chapter the implementation of SFA for tracing hazardous substances in international informal e-waste treatment has been proved to be a useful method. To assess the hazardous consequences and potential risks of the selected chemicals to humans and the environment caused by informal recycling activities in those regions, different models exist, from which four have been chosen according to their specific focus and various pros and cons. 

There are two types of analytical information as regards its target and origin. External analytical information originates from a bidirectional relationship between the analytical chemist and a) society, (b) the body to which the laboratory is answerable, (c) other scientific and technical areas, id) literature sources (which the analytical chemist uses and expands), and (e) students. On a lower level, subordinate to external information, internal information originates from a uni- or bidirectional relationship between the analytical chemist and a) instruments (and apparatuses) and (b) computers, in addition to the information transferred between interfaced instruments and between computers and instruments.

The international information module collects data pertaining to the use or production of alternatives in other parts of the world, the impact of international trade on the selection of alternatives, and the impacts of switching to an alternative on international trade. 

The risk, competitiveness conservation data summary module organizes data from the risk, competitiveness, and conservation components of a CTSA together with data from the process safety assessment, market information, and international information modules to 1) identify the tradeoff issues associated with any one substitute and 2) compare the tradeoff issues across substitutes.

The generation of targets aimed at cost reduction is an economics driven process. The targets will most likely be specific to the company s operation, since no two manufacturing plants are exactly the same, even within the same country and economic constraints. The development work will also be based on a consideration of the company s own internal information. This is because process secrecy and confidentiality means that there will be little, if any information in the external literature about a competitors process, other than the broadest outlines given in a typical process patent. It is unlikely that R D will be able to make a detailed analysis of the strengths and weaknesses of a competitor s processes in the same way that they can of their products, samples of which are available commercially.

Topics at meetings include Internet resources American National Standards Institute (ANSI) Standards Environmental Protection Agency, Department of Transportation (DOT), and Occupational Safety and Health Administration (OSFLA) updates and international information. A major topic has been the international harmonization of hazard communication, the Globally Harmonized System (GHS) of Classification and Labeling of Chemicals. The development of the system was completed in 2001, adopted/endorsed by the UN in 2002, and is expected to affect hazard communication globally.
