Pressures to introduce restrictive legislation in Europe have eased as the debate has moved from the political arena to focus on assessment and management of risk. The main health and environment issue centres on halogen-based FRs, for possible formation of dioxin-related products such as brominated dioxins/furans by polybrominated biphenyl ethers (PBBE) under combustion conditions. These are very effective flame retardants and are widely used in polystyrene, polyethylene and polypropylene. Only a few of 75 identified brominated dioxin ionomers and 135 brominated furan ionomers are toxic, and they are only present in low concentrations in combustion. Less-toxic furans tend to be formed more than dioxins, and brominated dioxine/furans are less toxic than their chlorinated counterparts. 

This fascinating product will still continue to develop to accommodate new applications, safety, health and environment (SHE) issues, advantages of novel materials like nano-composites, plasma-surface-modified carbon black, development of computer simulation techniques, and finally to develop a cybernetic or thinking tire. 

After an in-depth evaluation of the many facets of this issue, one can conclude that human health and environment health are intimately tied and the possible risks should be known in advance so that we can prevent them. 

According to the Directive, an active substance cannot be used in a PPP unless it is included in an EU positive list. The Directive also requires very extensive risk assessments for effects on health and environment to be carried out, before a PPP can be placed on the market and used. In 1992, the European Commission started a Community-wide review process for aU active substances used in PPPs within the EU. Based on scientific assessments, each applicant had to prove that a substance could be used safely regarding human health, the environment, ecotoxicology and residues in the food chain. Such a modification would also have to be approved by Pueblo County, and a new certificate of designation (COD) would have to be issued. No operations could be initiated until the Class 2 modification is approved and the COD is issued. 

For the purpose of this exercise, CERs will be defined as publicly available freestanding documents issued voluntarily and devoted to environmental, plus sometimes health and safety, issues at the corporate level . The health and safety aspects can often be covered in the annual report, and the same is true for social issues. As far as the chemicals industry is concerned the CERs are often encompassed within an overall health, safety and environment (HS E) report. 

Internet CER the 1996,1997 and 1998 CERs are issued on the internet in pdf format. The 1999 internet report takes the form of a series of web pages having similar content to the 1998 CER under the title Safety, Health and Environment . 

The report is clearly indexed and set out. It tracks progress made towards meeting ICI s SH E 2000 targets, and features articles on how ICI manage safety, health and environment, and the company s involvement in community and conservation issues. For the first time the report also includes articles on how ICI views important issues. The subjects covered in this report are climate change, chemical management and endocrine disruption. 

As with any issue within our society, consideration to health and environment is made with attention to economics and commerce. Abstract. The extensive use of pesticides in agriculture entails risks for human health and the environment, hence risk assessment and management of pesticide exposure is a key activity in any country, particularly in the developing world. Easy real-time access and retrieval of pesticide related information is essential in any preventive activity, and in any emergency situations. A documentation center on pesticides, PESTIDOC , has been created and developed by ICPS, aimed at collecting and recording selected technical and scientific documentation on all the different fields of interest related to pesticides human health, environmental health, and regulatory issues. 

As part of the biogeochemical cycle, the injection of iodine-containing gases into the atmosphere, and their subsequent chemical transformation therein, play a crucial role in environmental and health aspects associated with iodine - most importandy, in determining the quantity of the element available to the mammalian diet. This chapter focuses on these processes and the variety of gas- and aerosol-phase species that constitute the terrestrial iodine cycle, through discussion of the origin and measurement of atmospheric iodine in its various forms ( Sources and Measurements of Atmospheric Iodine ), the principal photo-chemical pathways in the gas phase ( Photolysis and Gas-Phase Iodine Chemistry ), and the role of aerosol uptake and chemistry and new particle production ( Aerosol Chemistry and Particle Formation ). Potential health and environmental issues related to atmospheric iodine are also reviewed ( Health and Environment Impacts ), along with discussion of the consequences of the release of radioactive iodine (1-131) into the air from nuclear reactor accidents and weapons tests that have occurred over the past half-century or so ( Radioactive Iodine Atmospheric Sources and Consequences ).
