IJ/ACH YEAR, FIRE CAUSES some 6,200 deaths, 30,000 injuries, and 8 billion in property loss in the United States. Nationwide, 2.4 million fires, large and small, take their toll. Some, like the 1986 Dupont Plaza Hotel fire in Puerto Rico, involve large loss of both life and property. Clearly, fire is a major social issue. 

Most fires involve the combustion of polymeric materials. Despite the involvement of polymers in fires, there have been no books on current research topics in this area of fire research in some years. Given the importance of fire and polymers as a social issue and the complexity and interest in the relevant basic science, Eli Pearce of Polytechnic University of New York and I cochaired a one-week symposium on fire and polymers. It was the first major symposium held on fire and polymers at an American Chemical Society National Meeting in about five years.

Pharmacists also perform an important role as educators of patients (Fleischer, 1999). This is a safety role, because many drugs are safe if used as intended but unsafe if used differently from the way they are intended. Pharmacists routinely inform patients about the need to ingest medications at certain times of the day to ensure steady blood levels. They caution about drowsiness or other manageable side effects. Psycho-social issues are also important in patient education by pharmacists, because every patient develops a unique medication use behavior, and sometimes these behaviors can interfere with the effectiveness of drug therapy (Bloom, 1996). 

This situation of escalating costs from improved survival is not new our society has traditionally spent more for incremental (sometimes minor) improvements in care. From an economic perspective, the question becomes how much more and for how long. Every additional dollar spent on health care is another dollar from the Gross Domestic Product (GDP) that cannot be used for other purposes. This opportunity cost of technological improvement will be one of the primary economic and social issues that must be addressed. Pharmacogenomics-based drug therapies will likely provide a test case. Will these new and expensive therapies be rationed if so, on what basis Will our society continue to value improvements in health care above other goods and services such as education, the environment, and Social Security ... 

As society advances, its values depend on what is produced and those sources of production. However, as the means to acquire products becomes easier, values turn inward to the general societal welfare and our environment. Uncontrolled fire can devastate our assets and production sources, and this relates to the societal costs of fire prevention and loss restoration. The effects of fire on people and the environment become social issues that depend on the political ideology and economics that prevail in the state. Thus, attention to fire prevention and control depend on its perceived damage potential and our social values in the state. While these issues have faced all cultures, perhaps the twentieth century ultimately provided the basis for addressing fire with proper science in the midst of significant social and technological advances, especially among the developed countries.

The relationship between environment and security is indirect and multicasual. Therefore it is difficult to assess the risk to security caused by environmental change. Taking into consideration the principle of sustainable development where the environmental, economic and social issues are interdependent and cannot be pursued separately, the integrated risk assessment is particularly useful.

Weir criticizes their statistics and arguments and concludes that both sides are ignoring more fundamental social issues that must be addressed if violence is to be reduced.
