Hazardous shipping papers

Shipping Papers Term used to refer to the shipping documents that must accompany all shipments of hazardous materials and waste. 

Hazardous Materials Classes The hazard class of a hazardous material is indicated by its class (or division) number, or its class name. For a placard corresponding to the primary hazard class of a material, the hazard class or division number must be displayed in the lower comer of the placard. However, no hazard class or division may be displayed on a placard representing the subsidiary hazard of the material. The class or division number must appear on the shipping paper after each shipping name. The reader should refer to Chapter 1 for detailed information on hazardous materials classes. 

The following shipping paper is only illustrative since it may vary in formal. However, all descriptions will be basically the same. You should look for this type of entry to determine the shipping name of the hazardous material, its classification, its 10 number (10 No.), and a reportable quantity notation (RO or RO-number) for use in reporting spill incidents to the National Response Center. With very few exceptions, shipping papers identifying hazardous materials are required when they are being transported ...

The technical standards contained in the DOT regulations cited above apply to hazardous waste transporters as well as to generators. 8 263.10(a). Aside from these standards, the transporter regulations are relatively straightforward. Transporters must notify EPA comply with the manifest system utilize special shipping papers for bulk hazardous waste shipments by rail or water and comply with the clean-up requirements in 8 263.30 and 263.32 if hazardous waste is discharged during transport. 

Persons transporting hazardous waste by any of the modes mentioned above must maintain an adequate supply of the labels and placards required under Part 172 and replace any that are lost or destroyed during transport as soon as possible. Replacement labels should be worded in accordance with information provided on the shipping papers that accompany the hazardous waste to be labeled.

As a consequence of the recent expansion of the program to include hazardous wastes , the preparation of a hazardous waste manifest for the transportation of such materials has been included as an additional shipping paper requirement.

List of Hazardous Substances and Reportable Quantities (Appendix A to 172.101) — Identifies substances which are considered hazardous to the environment when transported in a quantity, in one packaging, that equals or exceeds the listed reportable quantity. Hazardous substances must be identified as such on shipping papers and packages. Any environmental releases must be promptly reported to the National Response Center. 

Each carrier who transports hazardous materials must keep this information with the shipping papers so it is readily available in case of an accident or incident. Each operator of a facility where hazardous materials are received, stored, or handled during transportation must maintain this information in a location that is readily accessible to facility personnel.

Shipper Responsibilities — Each person who offers a hazardous material for transport must prepare a shipping paper which I includes the following descriptive information ... 

With some exceptions, the shipping paper must also include an emergency response telephone number and a signed shipper s certification statement to certify that the materials were prepared in accordance with the regulations. If the shipping paper includes entries for both hazardous and non-hazardous materials, the hazardous materials must be listed first, marked with an X in a HM column, or entered in a contrasting color. 

When hazardous wastes are offered for transport, the shipper must prepare a special shipping paper known as a hazardous waste manifest. Detailed procedures for proper completion are provided in EPAs Hazardous Waste Regulations. 

Carrier Responsibilities — During transport, the driver must keep the shipping paper within immediate reach when restrained by a lap belt, either readily visible or in a driver s side door pouch. When not at the vehicle controls, the carrier must place the shipping paper on the driver s seat or in a driver s side door pouch. So a hazardous materials shipping paper can be clearly distinguished, it must be tabbed or placed on top of all other shipping documents.
