Coincidentally with the above activities, the Shift Manager will assume the role of Emergency Controller from the CCR which is the only control centre in the reactor building to remain manned throughout the emergency. 

The ECR is normally located away from the reactor buildings, but is in communication with all the station emergency control centres and emergency teams by direct telephone or radio. Specialist advice is available on reactor and plant conditions, plant damage repair procedures, chemistry and health physics control. 

The decentralized configuration, combined with the use of isolation devices, reduces the safety concern of a damaged control room. If the control room should become unavailable, the operating personnel may supervise the process from a separate emergency monitoring centre. The concept allows substantial reduction of space, and has resulted in savings in terms of reduced building volumes.

The existing emergency response plans require technical support centre (Emergency Control Centre) to be established with expertise technically qualified locally available at the station. No special on-line display is provided. 

The on-site provision of a Main Control Room and an Operational Support Centre is consistent with current UK practice in which the Central Control Room is the location of the first control centre to be set up in an emergency. Each UK nuclear power station has a purpose built on-site Emergency Control Centre from which an emergency is managed. 

The Emergency Control Centre combines many of the functions provided for in the APIOOO by Technical and Operational Support Centres. Hence, in the UK context, the provision/use of a Technical Support Centre will be considered on a site specific basis. 

The fifth and final level of defence is aimed at mitigation of the radiological consequences of potential releases of radioactive material that may result from accident conditions. This requires the provision of an adequately equipped emergency control centre and plans for the on-site and off-site emergency response. 

The radiation measurement data under accident conditions should be available in the main control room and in those locations, such as the emergency control room, where personnel would be implementing measures to manage the accident. Suitable communications systems should be provided to enable information and instructions to be transmitted between different locations and to provide external communication with such other organizations as may be required. Provision should be made for the direct transfer of relevant data to the emergency response centre. 

In an emergency, experts may be called to the site in significant numbers. Where separate areas (technical support centre, emergency operational centre or emergency response centre) are provided to accommodate experts, these areas should contain information systans (visual display units, operational procedures, system manuals) to enable the experts to carry out their tasks. The information systems may include lines for direct communication with those experts who are allowed to be present in the main control room. 

Operator interfaces to the plant are primarily located in the main control room, technical support centre, supplementary control rooms and emergency control centre. These facilities contain safety related displays, safety related controls, accident monitoring systems, alarm annunciators and historical data systems. In case of a major disaster, one platform in a region will be equipped to act as a control centre from which rescue operations are co-ordinated. Evacuation routes will be provided, and where large complexes are clustered together, a standby vessel will be available in the region to supply emergency services such as fire fighting and rescue.
