Often, the IT life cycle planning today is cost-, project-, reaction-, or necessity-based rather than being based on a well-maintained masterplan. This is not necessarily bad. Projects are sponsored by the local department. Hence project teams are closer to where the needs and record keeping rules are defined. However, the project teams need to understand the technology directions of the larger organization to ensure that the proper infrastructure is in place to support the production system.

The COST Project 68 lasted for 2 years and was considered fruitful for scientific progress in the field there were seen to be also considerable advantages to the 13 individual countries in sharing research in this project . When a manager provides an inpatient pharmacy departmental cost projection for budgetary purposes, there is an incentive to overestimate costs. When the actual cost incurred in the department proves to be less than the inflated cost projection, the supervisor appears to have managed in a cost-effective way. 

The third reason why cost budgets are padded is that budgetary cost projections are often cut by others in the resource-allocation process. Thus the process of preparing budgets can result in a vicious cycle. Budgetary projections are padded because they will likely be cut, and they are cut because they are likely to have been padded. 

We know that production volume and the associated mass production do affect costs. For example, during the last decade, the cost of solar collector cells (PVs) halved, and the production cost of solar electricity dropped to about 12c /kWh. If the claims of Nanosolar (an ultrathin-film solar collector manufacturer) turn out to be correct, collector costs might drop drastically. With a reduction in solar collector costs, the cost of solar-hydrogen has also been dropping. Today, the cost projections for large-capacity LH2 plants are around 3 to 5 per kg.
