The ADC members were aware that the energy requirements to desalt seawater using SWRO had been declining in recent years. At the same lime the energy cost of transporting water from northern CaUfomia to the south in the State Water Project (SWP), and from the Colorado River to southern Califomia in the Colorado River Aqueduct (CRA) represents the largest use of energy in the state. [Pg.97]
