DOE, through Brookhaven National Laboratories, has recently issued a contract for an industrial team to design, build, and test a prototype metal hydride heat pump for residential, commercial or industrial applications. When the details of the design have been finalized, the equipment can be purchased and the plant can be built. Procurement and construction are usually carried out by an EPC firm unless the project is very small. Because they work on many different projects each year, the EPC firms are able to place bulk orders for items such as piping, wire, valves, etc., and can use their purchasing power to get discounts on most equipment. The EPC companies also have a great deal of experience in field construction, inspection, testing, and equipment installation. The HP s narrative on postponement is well-known to many. They used the notion of core plus peripherals , which is a variation of modular design. HP built a core printer with a large number of common modules that did not vary with customers. They also created peripheral components, each with specific functionality, that could be assembled to the core at the distribution centers or at customer sites. This allowed HP to postpone customization of printers for its European customers, who needed multiple language support. Lucent Technology used the same principle for successfully bidding on a Saudi contract.
