Engineering, procurement and construction

Because of the wide availability of chlor-alkali technology, it was decided to tender for fixed-price contracts for engineering, procurement and construction of the two chlor-alkali plants. The other areas - namely Outside Battery Limits for both plants and the chlor-paraffin plant in Melbourne - were managed by Orica under separate contracts. The chlor-paraffin plant process design (batch chlorination of paraffin oil and wax) was carried out in-house by Orica. 

Constructability VIP The constructability VIP is the systematic implementation of the latest engineering, procurement and construction concepts and lessons learned, which are consistent with the facility s operations and maintenance requirements. The goal is to enhance construction safety, scope, cost, schedule, and quality.

Project Manager has overall responsibility for Detailed Engineering, Procurement, and Construction. The Venture Manager and Project Manager are the two key managers in every successful capital construction project. The major part of this book is aimed at how tos for the Project Manager. 

Project control is also practiced during all phases of engineering, procurement, and construction. 

The Project Manager has a dual responsibility to both the Venture Manager and to the CED Director for the execution of the engineering, procurement, and construction. 

Many companies engage specialist Engineering, Procurement, and Construction (EPC) companies, commonly known as contractors, at the detailed design stage. 

A second important constraint on the number of projects that can be carried out is the availability of critical resources. Companies with small engineering staffs will be able to carry out only a few projects at one time. Even if extensive use is made of Engineering, Procurement, and Construction (EPC) contractors, the owners will still need to provide some engineering support to each project. The availability of EPC contractors can also be an issue during times of peak industry construction. Projects that require extensive research and development work may be delayed because of constraints on the availability of researchers and pilot plant facilities. 

An overall schedule of the project is shown in Fig. 5. The total project took five years to engineer, procure and construct. This does not include the time required to develop the MTG process by Mobil Corporation, or the feasibility studies performed by the New Zealand Government. 

The organization of the project was set up to support the three activities of engineering, procurement and construction. Although Bechtel, Inc. had the overall responsibility as project services contractor, major portions of the plant were engineered and procured by others.

Most projects have a client (operator) who will run the facility once it is complete and an Engineering, Procurement, and Construction (EPC) contractor who is responsible for the design of the facility, the procurement of equipment (mostly from vendors and subcontractors), and construction. Reporting to the contractor will be a wide range of subcontractors and vendors.
