General aspects of loss confrol are discussed in section 2.2.4. Loss control profiling is one of the major evaluation and control techniques associated with loss control management. The technique of profiling has formed the basis for a number of proprietary auditing systems such as International Safety Rating System (ISRS), Complete Health and Safety Evaluation (CHASE) and Coursafe. 

There are a number of widely used and standardized audit systems. Kuusisto (2000) reviews some widely used systems, including a process developed by Diekemper and Spartz (D S), the Complete Health and Safety Evaluation (CHASE), the safety map, OSHA s Voluntary Protection Program (VPP), and the International Safety Rating System (ISRS), which appears to be the most widely used of all. 

Establish the criteria for training the contractor/subcontractor. Review the completed contractor/subcontractor prequalification forms and provide an evaluation of the contractor/subcontractor s ability to meet the host organization s health and safety policies and procedures. Contractors/subcontractors must demonstrate their ability to meet established criteria, to the satisfaction of the health and safety professional, in order to be considered for prequalification. 

As discnssed in Chapter 3, the results of the initial company-level prioritization were based solely on the chemical hazards and identified facihties whose transportation operations would require a facihty/operational level review. The focus of this example is on the security of the hazardous materials in and out of a single XYZ Chemical facihty, and is the same Asian plant that was evaluated for safety issues in Chapters 4 and 5. In addition to the corporate directive to evaluate transportation safety risk at this facihty, the site security manager was informed of the need to complete a security risk analysis of the hazardous materials in transit. To inihate the security review, the security manager and health and safety manager met to review the findings of the safety analysis. All personnel entering an area where chemical munitions are stored must recognize and understand the potential hazards to their health and safety associated with chemical agents. Workers must be required to recognize signs and symptoms of exposure to these agents. They must be totally familiar with the procedures to assist a coworker and to summon assistance in the event of an accident. Visitors must be briefed on basic procedures that will permit them to complete their visit safely. Visitors must also be evaluated to ensure they can wear a mask appropriately should escape become necessary. 

Nearly every book about construction safety starts with the statistics. Accident statistics are often one of the most common ways we talk about safety, and they have already appeared in this book in Chapter 2. In the UK, the Health and Safety Executive provides a complete annual statistical evaluation of the more hazardous industries, of which construction is one, readily available on its website. Often termed lagging indicators, accident statistics have long been one of the most readily available and understandable measures of safety, and are frequently used to make broad assessments of an industry or project s performance. 

After the NRC staff completes its review, it prepares a Safety Evaluation Report (SER) summarizing the anticipated effects of the proposed facility on public health and safety.

Safety, Health, And Environmental Professional. Serving as a member of the hazard review committee, the safety, health, and environmental professional will assist in identifying and evaluating hazards in the design process and provide counsel as to their avoidance, elimination, or control. Special training programs for the review committee may be recommended by the safety, health, and environmental professional. Also, consultants may be recommended who would complete hazards analyses, other than for the What-If system. 

The outcome of the evaluation session should be to encourage employee responsibility. During these evaluations, provide positive reinforcement and feedback for each goal and objective that has successfully been completed (Managing Worker Safety and Health, n.d. Roughton Mercurio, 2002). 

Any problems that can be corrected easily should be corrected as soon as possible. Do not wait to complete a JSA before correcting serious hazards. This will demonstrate a commitment to safety and health and clear the way for identifying all hazards that present unacceptable risks and evaluating types of hazard controls.
