Safety evaluation report

When the review progresses to the point that the staff concludes that the documentation is acceptable, a Safety Evaluation Report is prepared that represents a summary of the review and evaluation of the application by the staff.

The NRC is requested to conduct a review of the PSID and the companion submittals described in the Licensing Plan and document the conclusions of this review in a Preliminary Safety Evaluation Report. Following briefings and feedback from the Advisory Committee on Reactor Safeguards on the results of this review, the NRC is further requested to issue a summary statement, referred to herein as a Licensability Statement, which states the key conclusions of this review and which reaches conclusions as to whether the Standard MHTGR reactor concept is licensable.

The NRC involved numerous experts to evaluate the safety concept and issued, in 1990, an unofficial Safety Evaluation Report (SER) with a rather positive statement on the licenseability of this concept. In 1988 GA and Bechtel had already performed preliminary analyses for design basis and beyond design basis accidents. The work for the structural, mechanical and electrical engineering was well beyond the conceptual design stage.

In early November 2001, NRC published licensing criteria for disposal of SNF and HLW in the proposed geologic repository at Yucca Mountain. In June 2008, NRC received the license application from DOE. The NRC began winding down activity related to Yucca Mountain in October 2010 and ceased review activity at the end of September 2011. The NRC resumed work on its technical and environmental reviews of the Yucca Mountain application using available funds in response to an August 2013 ruling by the U.S. Court of Appeals for the District of Columbia Circuit. The staff completed and published the final volumes of the safety evaluation report in January 2015. 

After the NRC staff completes its review, it prepares a Safety Evaluation Report (SER) summarizing the anticipated effects of the proposed facility on public health and safety. 

The concept of the USQs was established to allow contractors to make physical and procedural changes and to conduct test and experiments without prior DOE (EXDE Order 5480.21) approval, as long as these changes did not explicitly or implicitly affect the authorization basis of the facility or result in a TSR change. The intent of this order was to provide contractors with the flexibility needed to conduct day-to-day operations and to require that those issues with a potential impact on the authorization basis, and, therefore, the safety of the facility be brought to the attention of DOE, thus maintaining the proper safety focus. The authorization basis is described in documents such as the facility safety analysis report, other safety analyses, hazard classification documents, the TSRs, DOE-issued safety evaluation reports, and facility-specific commitments made in compliance with DOE orders or policies. 

As of early September 1994, the NRC staff received all of the BWR licensee submittals in response to GL 94-03. The staff has completed its evaluations of the licensee responses and has transmitted the safety evaluation reports to the appropriate BWR licensees. The staff concluded that, for all cases, BWR licensees had provided sufficient justification to operate their facilities until core shroud inspections or repairs could be implemented. The US Nuclear Regulatory Commission (NRC) Safety Evaluation Report (U.S. NRC, 2014) gives the criteria for risk assessment based on core damage frequency and the time scales for the use of safety and nonsafety systems, as derived from a full-scope Probabilistic Risk Assessment (PRA) analysis (Bhatt and Wachowiak, 2006).
