Competency evaluations

An evaluation checklist that can be used by a trainer (it is suggested that the trainer who provided the initial training not do the competency evaluation) to determine if a trainee is competent in performing the assigned skill. 

The key words to the future of methanol/gasoline blends for automotive use are need and availability. Technically, the operation of methanol/gasoline blends in automotive engines is feasible with some associated problems. Economically, methanol is not yet competitive with gasoline produced from petroleum, hence the need has not been strongly established. Since the need or market is not established, the capital expenses involved in producing methanol from coal or garbage are not presently justified. However, if 40-60% of the crude oil used in the U.S. to produce petroleum products should suddenly become unavailable, the need would be very real. The necessity of compete evaluation of methanol and other alternate fuels is evident. 

As will be shown below, a competent evaluation of the pertinent experimental data for comparison with the calculated data presents a serious problem. 

Each year, ECMO team members are required to successfully complete a written and technical competency evaluation similar to the initial test required to qualify as a member of the ECMO team. Reaction to the evaluation has been positive.

In the framework of the new approach third parties have a particular responsibility. Their task has become more difficult especially in cases where products are manufactured directly to the essential requirements. In that case competent interpretation and judgement needs to be applied in order to evaluate whether the required safety level is achieved or not. Not only safeguard clauses and their economic consequences should be avoided but also possible distortion of the market. An exchange of experience between bodies which are notified for a given directive is therefore normally organised with a view to ensuring its coherent application and to avoid such negative consequences. 

But laboratories using NDT methods have a set of features. Specific requirements were needed to be specified for evaluation of their technical competence. These requirements were reflected in rules of interstate standardisation - UMT 15-96 Requirements to the competence of laboratories of non-destructive testing and technical diagnostics .

An effective NDE program rehes heavily on periodic certification of the competence of its personnel (13,14). Certification programs designate levels of competence for all levels of personnel. Level I technicians are able to carry out instmctions in an NDE Level III supervisors are qualified to evaluate the needs of the test and devise a scheme that assures the desired level of quaUty or safety. 

Before the selection of a specific treatment technology can be made, an understanding of the site-specific factors which drive the selection of that technology is required because these factors can influence the evaluation of the advantages and limitations of competing technologies. The information required to resolve these site-specific issues falls into four categories waste composition and matrices, waste quantity, treatment objectives, and the reactions involved in the treatment of the contaminated material. 

All exterior hoods should be evaluated regularly. The evaluation procedures can be divided into detailed and simple procedures. Detailed procedures need special instruments and competence, whereas simple procedures may be performed daily. Since simple procedures do not directly measure the performance of the exhaust, it is usually necessary to calibrate them using detailed procedures. 

In 1991, the Verband der Automobilindustrie e. V. (VDA) published VDA 6.1, Quality Spstem Audit, a questionnaire on quality system evaluation based on DIN EN ISQ 9004. VDA 6 is a series of guides covering the basics for quality audits, auditing, and certification. They were therefore not intended as supplementary requirements to ISQ 9000 but as guides for auditors performing audits of automotive suppliers. Their intention was to improve auditor competency in the industry by providing a uniform interpretation of ISQ 9000 requirements and a common approach to automotive audits. VDA 6.1 has been revised several times and is currently in its fourth edition. There are nine volumes in the series (see Appendix A). 

Auditor competency is evaluated every three years.
