Site-Specific Issues

Before the selection of a specific treatment technology can be made, an understanding of the site-specific factors which drive the selection of that technology is required because these factors can influence the evaluation of the advantages and limitations of competing technologies. The information required to resolve these site-specific issues falls into four categories waste composition and matrices, waste quantity, treatment objectives, and the reactions involved in the treatment of the contaminated material. 

Define site specific issues such as environmental, regulatory, community, spacing, permitting, etc. 

Site-specific issues impacting the selection of the control equipment, must be quantified. These include availability of utilities, pace constraints, disposal options, and cost of residue generated by emissions control.

With the exception of a BLEVE, no credible consequential hazards have been identified as a result of a Design Basis external explosion event. The consequential hazards of a BLEVE are judged to be a site specific issue as discussed in the External Hazards Topic Report (Reference 4.8). 

It is possible that flooding or high sea levels could increase the amount of biological fouling. This will be a site specific issue dependent upon the location of the service water supply connection, adequate inspections will be needed to maintain connection pathways.

As U.S. EPA continues to revise the regulatory program for incinerators in order to adequately protect human health and the environment, the omnibus permitting authority, site-specific risk assessments, and public participation issues have received greater attention. The following discusses both issues in greater detail. 

By predicting PbB levels, a determination can be made about what health impacts may be occurring at a given site.
