Although non-statutory, the Government is committed to the reduction of Red List Substances discharging to the North Sea and the NRA uses the standards to assess the effects of these substances on the environment and to derive consents for point source discharges of these compounds. It is interesting to note that many of the agricultural pesticides exceed 0.1 /tg D S but very few have been recorded as failing these operational standards. In 1993 there were no failures in environmental waters for isoproturon, chlorotoluron, mecoprop or MCPA.

Substances hazardous to health include substances labelled as dangerous (i.e. very toxic, toxic, harmful, irritant or corrosive) under any other statutory requirements, agricultural pesticides and other chemicals used on farms, and substances with occupational exposure limits. They include harmful micro-organisms and substantial quantities of dust. Indeed any material, mixture or compound used at work, or arising from work activities, which can harm people s health is apparently covered. 

Table 3 provides general guidelines used in toxic air assessments in California for sampling common agricultural pesticides in ambient air at near-field sampling monitors before, during, and shortly after a field application. For communities that are near the site of the candidate pesticide application, concurrent ambient air samples are taken over durations of 24 h and are collected 4 days per week for a period of 4 weeks.

There is a current control system for certain types of biocidal products (known as non-agricultural pesticides) operated by HSE under the Control of Pesticides Regulations (CoPR). These are antifouling products, insecticides, wood preservatives and surface biocides. Additionally agricultural pesticides are controlled under CoPR but these are administered by the Pesticides Safety Directorate (PSD), an executive agency of the Ministry of Agriculture, Fisheries and Food (MAFF).

There are known to be about 30,000 disease-causing agents (fungi, viruses, nematodes, bacteria) in 3,000 types of cultivated plants. More than 10,000 species of arthropods (insects, ticks, arachnids) affect agricultural plants and animals. Along with agriculture, pesticides are also widely used in forestry and fisheries, in energy and railroads (to clear plants), in construction (to protect wood structures), etc.
