Review programme

A comprehensive programme should be developed for the review. This programme will determine the scope of the review and will be the key document for conducting the review. The programme should also be sent to the nuclear power plant well in advance in order to allow timely preparation of the review. The programme will be the basis for the definition of the preparatory work to be done by the plant, such as the preparation of presentations and documents which the plant should provide. 

A review programme should address at least the following items

It has to be said that this is a very optimistic timetable and the author s view is that there is likely to be significant slippage in all phases but especially in the operation of the review programme. 

Several chemicals have been reviewed by the existing chemicals review programme over the past 14 years. Table 8.3 contains a list of existing chemicals which have been reviewed and for which an assessment report has been published. 

Emergency preparedness a section of the report describes BOC s major hazard review programme and its approach to issuing licences appropriate to the level of risk the site is capable of managing. The requirements for audit and review are well established. The main issue is to ensure that process safety is adequately included in audit and review programmes. 

Existing active substances that have been identified only (Annex III) will not be evaluated within the review programme and will not be included in Annex I, lA or IB of the Biocidal Products Directive. The same applies to any existing active substance/product-type combination of which a notification has not been accepted. The effective date from which Member States shall cancel existing authorisations and registrations for biocidal products containing the substances listed in Annex III and from which such biocidal products may not placed on the market is September 1, 2006.

Those actions taken by the licensees include establishment of review programmes, review of RPS and other safety-related components and relative post-maintenance, testing, review of modification, preventive maintenance and surveillance programmes, etc. Actions taken by regulatory bodies include review of licensee s programmes and activities, development and issuance of certain requirements and relative documents, etc.

An effective programme for the review of operating experience should be established to provide methods to analyse both in-house events and events in the nuclear industry generally so as to identily plant specific actions needed to prevent the occurrence of similar events. In-honse events of interest to other plants should be shared with the industry to prevent the occnrrence of similar events. The effectiveness of the operating experience review programme should be assessed periodically to identify areas of weakness that require improvement.
