Occupational health and safety in the rubber industry is discussed with reference to UK, US and European legislation. The review covers both natural and synthetic rubber industries. The first section outlines the laws affecting health and safety in the industry and the remainder presents specific health and safety issues of interest to employers and employees. Industrial safety is examined with reference to equipment, fire and explosions, solvents, epidemiology, NR latex allergy, skin irritations and dermatitis, dust and fume control, work-related musculoskeletal disorders, nitrosamines, 1,3-butadiene, and handling of rubber chemicals. 484 refs. [Pg.60]

One might argue that once a safety-related issue has been identified it is too late to consider potential controls but this is far from the case. Just because a hazardous scenario may result from the fault it is by no means a foregone conclusion that actual harm will occur. There will usually be a human operator between the system and the patient who can work around the issue or take remedial action. In some cases, the provision of practical advice to users from a system expert may alleviate much of the real world risk until the issue is hxed. Employee injuries or illnesses that arise out of and in the course of employment are usually considered compensable. These definition phrases have expanded such injuries and illnesses beyond the four corners of the workplace, to include work-related injuries and illnesses incurred on the highways, at various in- and out-of-town locations, and other such remote locales. These two concepts, arising out of the employment and in the course of the employment, are the basic burdens of proof for the injured employee. Most states require both. The safety and health professional is strongly advised to review the case law in his or her state to see the expansive scope of these two phrases. That is, the injury or illness must arise out of i.e., there must be a causal connection between the work and the injury or illness, and it must be in the course of the employment this relates to the time, place, and circumstances of the accident in relation to the employment (see selected case summary). Workers compensation insurance is the most important public policy influence on workplace safety in the United States. Here we have examined more deeply the quantitative properties of the WC program, specifically the imperfect verification of injuries as work related or their severity. Our numerical simulations provide quantitative insights into an issue currently at the forefront of theoretical microeconomics — information asymmetries (Hirschleifer and Riley, 1992). The practical implication of information asymmetry in the case of workers compensation insurance is that increases in benefit generosity can paint a puzzling picture of labor market outcomes because the number of workers applying for and receiving WC benefits can rise while actual workplace injuries fall. Data on injuries reported under workers compensation can produce a wrong conclusion of the effects of WC on workplace safety. [Pg.174]
