United Nations definition

The United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol, as such, have not foreseen C02 capture and storage as a means of emissions reduction. The UNFCCC defined emissions as, The release of greenhouse gases and/or their precursors into the atmosphere, (Article 1(4), UNFCCC, 1992). Consequently, C02 captured at source and stored outside the atmosphere is not an emission according to the definition in the Convention. Since industrial activity with CCS (and a theoretical 100% capture rate) does not create emissions according to the UNFCCC definition, one could interpret the action of C02 capture and storage as an emission reduction. Oil sands are essentially beds of sand containing a heavy hydrocarbon bitumen. According to the United Nations (UN), sustainability (or more precisely sustainable development) is defined as meeting the needs of the present without compromising the ability of future generations to meet their own needs (United Nations, Our Common Future). The UN has also defined sustainable use as a way in which the rate of use does not lead to the long-term decline of biological systems. These definitions are an excellent basis for any discussions about sustainability however, the lack of specificity of the definitions means the way in which they are applied to practical situations is very much dependent on how they are interpreted for specific activities or problems.
