In the absence of clear indications from the european directives on this subject, the recommendation is made to use the definitions proposed by the United Nations Department for Policy Coordination and Sustainable Development (UN 2000). 

The public action needed to support these groups does not just involve income support, and this is often not the most important action. Thus policy coordination, or in some cases the integration of transfers and services, is even more important than for other recipients of social assistance.
