Training emergency procedures

Ensure that the driver has received adequate training and instructions about the hazards of LPG, emergency procedures, driver duties, etc. 

The alkalis and acids used to catalyze phenolic reactions are highly corrosive and any exposure is a potentially serious health threat. Another aspect of the response to plant transients is the effective use of the emergency procedures. The process worker needs training in order to be able to apply these procedures correctly under time pressure. Conditions of entry or transfer to other procedures, profitability-safety requirements, and the response of the automatic protection systems need to be learned extensively in training exercises. 

Once an emergency plan has been developed, its successful implementation can be assured only tlu-ough constant review and revision. Helpful ongoing procedures are routine checks of equipment inventory, auditing of the emergency procedure, routine training exercises and practice drills.

A pre-startup safety review is a special safety review that is conducted after a modification to the process or operating conditions has been made and before the startup. In this review a team of reviewers ensures that (1) the system is constructed in accordance with the design specifications, (2) the safety, maintenance, operating, and emergency procedures are in place, (3) the appropriate training is completed, and (4) the recommendations from the PHA are implemented or resolved. 

Equipment used during emergency response should have operating procedures that are utilized for training emergency responders. Equipment manufacturers and sales companies are often excellent sources for these procedures. However, the nature of a particular facility, the processes, or the range of potential credible emergency situations expected often requires additional procedures that address the proper and safe use of the equipment in site-specific situations.
