If the technical regulations are adhered to for constructional steels in neutral waters, there are no conditions for H-induced corrosion. On the other hand, hardened and high-strength materials with hardnesses above HV 350 are very susceptible [60,82,92], since anodic polarization encourages crack formation in saline media and anodic pitting occurs with acid products of hydrolysis [93]. 

Buried steel pipelines for the transport of gases (at pressures >4 bars) and of crude oil, brine and chemical products must be cathodically protected against corrosion according to technical regulations [1-4], The cathodic protection process is also used to improve the operational safety and economics of gas distribution networks and in long-distance steel pipelines for water and heat distribution. Special measures are necessary in the region of insulated connections in pipelines that transport electrolytically conducting media. 

In applying electrolytic protection, galvanized tubes can be installed downstream from copper components in water boilers without danger of Cu " -induced pitting corrosion. The protection process extends the application range for galvanized tubes with respect to water parameters, temperature and material quality beyond that in the technical regulations [16, 17].

One important forum for international harmonisation is the UNECE-WP29. It has made two proposals for UNECE regulation on hydrogen vehicles that are now under consideration for potential implementation as European Directives. However, a full consensus has not yet been reached at the international level. Non-European players, namely the US and Japan are seen to favour a direct development of global technical regulations.

Thus, in the language of the new TBT agreement, when a government acts to accept a voluntary standard to make it mandatory, the resulting document is a technical regulation. A measure used to ascertain compliance with a standard or technical regulation is a conformity assessment procedure. 

The Agency agrees that, when a voluntary standard is used in a regulation, the scope of that standard should be unambiguously expressed. As stated above, a basic tenet in the development and adoption of a standard is that it contributes to safer, more effective, and higher quality products. Inappropriate application of a standard (voluntary or as part of a technical regulation) would run counter to this notion. 

TGL Technische Gute- und Lieferbedingungen, Technical Regulations for Quality and Delivery) have defined the classification of hazardous areas (TGL 30042) and the requirements for construction and testing of explosion protected electrical equipment (mainly TGL 19491).

As said in Clause 3 of Article 4 of the FL, Russian federal executive authorities have a right to issue only acts of recommendation in the technical regulation area, safe for the cases specified by Article 5 of the FL. 

According to Article 7 of the FL, in compliance with the minimum-necessary requirements for safety, including -safety of emissions and -nuclear and radiation safety, the relevant technical regulations are determined and established. 

These technical regulations are to be developed and implemented during the coming seven years. Before their coming into effect previous Gosatomnadzor s standard and technical documents (FSR, SG and MD) are to be in force. 

From the FL "On the Technical Regulation it follows that the previous federal standards and rules establishing safety requirements are to be revised, some safety requirements being introduced into technical regulations, the others being transformed into recommendations and introduced into the safety guides.
