Surveillance methods/system

Syndromic surveillance systems have developed in tandem with advances in information technology. A major component of many syndromic systems is the use of available electronic databases to capture health indicator data. With such computerized data, automated search algorithms can he applied to detect unusual patterns that may signal an outbreak and can provide that signal earlier than is feasible using traditional surveillance methods (CDC, 2000 Lazarus et al., 2002 Polyak, Elbert, Pavlin, Kelley, 2002 Teich et al., 2002).

A current theme in plasmid-based delivery approaches is to mimic Nature s methods for nucleic acid delivery. To date, the best system to emulate Nature has been viral vectors. Briefly, most viral vectors escape immune surveillance, interact with cell membranes (e. g., receptor), internalize (via endocytosis), escape from endosomes, migrate to the nuclear envelope, enter the nucleus, and finally take over cellular functions. Plasmid-based systems (cationic liposomes and cationic polymers) can mimic portions of these events. This chapter will explore the barriers facing gene delivery vectors, with an emphasis of the pharmacokinetic behavior of these systems. In order to understand the in-vivo barrier, a brief review of physiology will be provided. 

It has also been shown that a module in a vehicle is able to work for years without any on-board balancing. The principle is to equalize the maximum voltage of the DLCs in the module from time-to-time with an external device [63,64], The cells must have a relatively uniform self-discharge performance for this method to be successful. It is nevertheless necessary to have an on-board surveillance system to avoid problems caused by unexpected failures. 

Syndromic surveillance is a work in progress. There is a need for continued development of standardized signal detection methods and signal response protocols (Henning, 2004). Also, whereas reporting of patient information as part of traditional public health surveillance has been deemed exempt from the confidentiality guidelines in the Health Insurance Portability and Accountability Act of 1996 (HIPAA), how those guidelines may be applicable to syndromic surveillance systems remains unclear (Buehler, 2004). 

In response to the need to better understand the parameters of safety and efficacy of traditional medical treatments, the WHO has prepared general guidelines to aid in the research and evaluation of these methods. This document presents useful methods that can be applied to the study of herbal medicines, procedure-based therapies, and clinical studies. It also includes discussions associated with pragmatic research issues, the ethics involved, the education and training of personnel, and the surveillance systems that might be imposed.
